Friends of Scouting
Friends of Scouting is Tidewater Council’s annual giving campaign. The Friends of Scouting campaign provides 21% of the council’s annual budget – that means more than a fifth of every dollar in the council budget comes from the generosity of Scouting families, alumni, and community supporters. Friends of Scouting keeps the overall cost of Scouting affordable so all families can participate.
All Friends of Scouting donations stay local to support families in northeastern North Carolina and southeastern Virginia. You can fill out a Friends of Scouting pledge card and email it to shannon.foster@scouting.org or donate using the button below:

It is a great opportunity to hear about some of the council’s highlights and accomplishments over the past year, and to illustrate to families how the program is funded. Pinewood Derby
March - April
Get your engines ready – it is Pinewood Derby season!
What is a Pinewood Derby? The Pinewood Derby is one of the most popular and successful family activities in Cub Scouting. Cub Scouts design and build their own small wooden cars, with some help from their families. Then they race their cars in competition, down a gravity-powered track.
Win or lose, Cub Scouts will take pride in having done their best. Cub Scouts learn craft skills, STEM principles, the rules of fair play, and good sportsmanship—things they will remember for life.
You can view the 2022 Pinewood Derby Rules & Procedures for Tidewater Council here. Scouts must make a new car each year.
Albemarle District Pinewood Derby: March 5
Get ready to rumble at the Albemarle District Pinewood Derby on March 5 at 10 AM. All racers of each rank from every pack in Albemarle District are eligible to race. Arrows of Light (AOL) who have just bridged to a troop are still eligible. Family Fun Run races are an open class that will race after the qualified racers. The entry fee for qualified pack racers is $8.50 per car. Family racers are $10 per car (no trophies for family racers; this is for bragging rights only).
Registration is available on Black Pug. The deadline to register is Friday, March 4 at 5 PM.
Bayside District Pinewood Derby: March 5
Start your engines! The top three finishers of each rank from every pack in Bayside District are eligible to race in the Bayside District Pinewood Derby. Arrow of Light Scouts (AOL) who have just bridged to a troop are still eligible. Hurry to the starting line – registration ends March 1!
Racing will be IN-PERSON at Larchmont UMC (1106 Larchmont Crescent, Norfolk, VA 22508) or viewable through Facebook Live. Car turn-in is available at Larchmont UMC on Friday, March 4 from 5-8 PM.
Three Rivers District Pinewood Derby: March 5

Princess Anne District Pinewood Derby: March 26
Let’s race! The Princess Anne District Pinewood Derby will be held at Kempsville Presbyterian Church. The top three finishers of each rank from every pack in Princess Anne district are eligible to race. Arrows of Light (AOL) who have just bridged to a troop are still eligible. Council Pinewood Derby: April 9

Princess Anne District will honor outstanding volunteers and enjoy dinner and fellowship at the Columbian Club. Come out to see who is awarded the District Award of Merit, the unit leader of the year, and committee members of the year.
2022 Tidewater Council Living Legends Nominations Due
March 5
Nominations are now open for 2022 Tidewater Council Living Legends.
Each year, Tidewater Council recognizes those volunteers who continue to provide significant leadership, service, and support to Scouting over many years and in many roles, and who continue serving after they may have been recognized in other traditional ways (Silver Beaver, Award of Merit, etc.). Help to acknowledge those volunteers for their continued contributions before their council peers at the Tidewater Council Annual Recognition Banquet. Provide inspiration for others to also continue their valued service to Scouting.
Nomination forms must be received no later than Saturday, March 5, 2022 to be considered.
University of Scouting

What is University of Scouting?
University of Scouting is an annual one-day training convention with a festive atmosphere. More than 100 class options are available, and attendees can mix and match classes to suit their interests. Most classes are taught by volunteers who share not only their knowledge, but also their passion.
Who can attend?
University of Scouting is designed to offer something for all Scout leaders and parents. There are classes for Scouts BSA, Cub Scouting, Venturing, and Sea Scouting leaders, as well as general Continuing Education options. All adult leaders, volunteers, parents, and registered Scouts BSA youth from throughout the council are invited to attend.

Tidewater Council Annual Recognition Banquet

The Annual Recognition Banquet is held each year to recognize Eagle Scouts and the volunteers of Tidewater Council. Some of the highlights of the evening will be the presentation of the Kent Glover 2021 Class of Eagle Scouts, Silver Beaver Awards, and NESA Outstanding Eagle Scout Awards. The evening will start with dinner served by our own Blue Heron Lodge cook crew. This will be a night of food and fellowship you will not want to miss. Join us on March 24, 2022 at 6 PM at the Khedive Shrine Center, 645 Woodlake Drive, Chesapeake, VA. Registration is open on Black Pug.

Albemarle District Spring Camporee
April 1-3
It’s time to “Show Your Know-How” of your Scout skills at Albemarle District’s Past, Present and the Future Spring Camporee. All troops, crews, and ships are invited to join us for some patrol and unit competition. The Albemarle Camporee will ensure patrols and new Scouts are working through the four phases of team development and will recognize Honor Campers with an OA Callout Ceremony. Scoutmasters will also show their culinary skills and try to take home the coveted Golden Spatula Award. Princess Anne District Spring Camporee
April 1-3
“Finish First” at the Princess Anne District Spring Camporee, April 1-3 at the Columbian Club, 1236 Prosperity Road, Virginia Beach, VA 23451. The program will consist of Scout skills stations led by senior Scouts, using the EDGE training method (Explain, Demonstrate, Guide, Enable). These stations will provide an opportunity for newer Scouts to learn and demonstrate skills required for First Class, and for experienced Scouts to teach via EDGE, fulfilling Life Scout rank requirement #6.
Camp Card Sale Begins

Camp Cards are cards that offer valuable discounts to local retailers. Some of the discounts are single-use, while many can be used throughout the year. Scouts sell the cards to family, friends, neighbors, and community members. Units earn a sales commission, which they can use to pay for camping adventures.

Annual Leadership Breakfast

Join us for the Annual Leadership Breakfast on Wednesday, April 6, 2022 at 7:15 AM at the Westin Town Center, 4535 Commerce Street, Virginia Beach, VA 23462.
Those in attendance will have the opportunity to make a significant Friends of Scouting gift and to hear from keynote speaker Todd Huston, Distinguished Eagle Scout, amputee, author, world record holder, and inventor. With his journey of pain, determination, and adventure, including his expedition to the highest peaks in all 50 United States, he inspires others to overcome their own challenges.

Wood Badge
April 8-10 and April 30-May 1
Wood Badge is the preeminent Scouting leadership program for adult leaders. Wood Badge courses make Scouters better leaders by teaching advanced leadership skills, and by creating a bond amongst leaders working toward improving Scouting for all.
Attending Wood Badge is an amazing personal experience. Participants develop lasting friendships. The personal and professional skills learned at Wood Badge help Scouts, Scouting units, and even benefit participants in their careers.
Wood Badge Course NST15-596-22 will be held at Pipsico Scout Reservation on Friday, April 8 – Sunday, April 10 and Saturday, April 30 – Sunday, May 1, 2022. Participants must attend both weekends of the course activities to complete the practical phase of the training.

Three Rivers District Spring Camporee
April 22-24
Come out to Camp Kiwanis April 22-24 for the Three Rivers District Camporee. Scouts will spend a fun-filled weekend practicing and demonstrating Scouting skills while incorporating technology. The units will compete to win the Traveling District Trophy by earning points during patrol and unit-related challenges.
Guns 'n' Grillin'
May 13-15
Guns ‘n’ Grillin’ is an AWESOME and unique opportunity for participants to experience many of the shooting sports activities that Scouting has to offer. Units will rotate through stations and gain an introduction to various shooting sport activities, which may include archery, BBs, slingshots, tomahawk throwing, and .22 cal rifle (bolt action and semi-automatic).
This event is open to all registered Scouts BSA, Venturers, and Sea Scouts.
Wilderness/Remote First Aid
May 14-15
Wilderness first aid (WFA) refers to any training course that focuses on prevention, assessment, and treatment for an ill or injured person in a remote environment where definitive care by a physician and/or rapid transport is not readily available. WFA courses are intended for anyone planning a remote high adventure, from lay responders to medical professionals.
All four of the BSA high-adventure bases require at least one person per trek (two per trek at Philmont Scout Ranch) to be current in WFA through one of the BSA’s approved providers. Of course, having more participants trained in WFA skills is highly recommended for any high adventure or backcountry experience.
Tidewater Council’s next WFA course is scheduled for May 14-15. Current CPR/AED certification is required to attend this course.
Adult First Aid/CPR/AED Training
May 21
The Adult First Aid/CPR/AED course incorporates the latest science and teaches students to recognize and care for a variety of first aid emergencies such as burns, cuts, scrapes, sudden illnesses, and how to respond to breathing and cardiac emergencies for victims about 12 years and older. Successful students will receive a certificate for Adult First Aid/CPR/AED valid for two years. This is a blended learning course; you must complete the online portion before taking one of the skills demonstration sessions. There will be three sessions offered on May 21 at the Mary Jayne Breeden Council Service Center.
Cub Scout Day Camps
June - July
It is time to round up the Cub Scouts for the Day Camp Rendezvous in the Wild Wild West. This annual outdoor summer experience is full of fun, excitement, and adventure. The marshal and sheriff are busy planning crafts, STEM activities, and games for each Day Camp. Registration is coming soon to Black Pug. Please register as a unit, not individuals.

Cub Scout Family Resident Camp
July 29-31
Resident Camp at Pipsico Scout Reservation is an overnight camping experience for the whole family. Cub Camps are open to every level of Cub Scouting, plus siblings, family members, and den chiefs.
Pipsico is the perfect spot for your family to have a great outdoor adventure. It has 916 acres of land and one and a half miles of unspoiled beachfront on the bank of the James River in Surry County, Virginia. It is home to bald eagles, blue herons, wild turkeys, deer, and much more. On the beach you will find fossilized remains of sharks and whales amongst shells and fossils pouring out of the cliffs on the beach. Facilities include an air-conditioned dining hall, a swimming pool (with handicap access), shower and latrine facilities, a fully equipped health lodge, a trading post, shooting ranges, and more.

Powder Horn
September 9-11 and September 16-18
Powder Horn is a resource course designed to introduce Scouting’s adults and youth to the exciting outdoor and high-adventure program possibilities for their unit. The ultimate goal is for the participants to leave the course with a list of ideas to help their program, along with the contacts and resources needed to implement them.
Participant Requirements
- Must be either:
- An adult registered in BSA, fully trained for their position
- A youth 14 years old (or 13 years old and have completed 8th grade) by the start of the course, AND have unit leader approval, AND have taken ILS for their unit type
- Must have completed and submitted training certificates for:
- Youth Protection Training
- Hazardous Weather
- Safety Afloat
- Safe Swim Defense
- Climb On Safely
- Must submit current, completed Annual Health and Medical Record (AHMR) Parts A, B, and C
- Must submit proof of swim classification (any level is accepted)
National Youth Leadership Training (NYLT)
November 11-13 and November 18-20
Every leader deserves a trained Scout! Youth aged 13 and above are eligible for BSA’s premier youth leadership training program, NYLT. This program is designed to help Scouts make the most of their leadership skills, to become the best leaders that they can.
The objectives of the course are to:
- Provide a toolbox of leadership skills
- Relate these skills to leading in their unit
- Instill knowledge and confidence to run the unit program
- Enhance the relationship between the Scout and the unit
- Share ideas and experiences with other Scouts
- Experience Scouting at its best
- Have fun!

2023 National Scout Jamboree
July 19-28, 2023
Scouting’s next big adventure is on the way July 19-28, 2023! The National Scout Jamboree is a gathering of thousands of members of the Boy Scouts of America.
Scouts BSA, Venturers, and Sea Scouts attending the Jamboree will enjoy more than five miles of zip line and challenge courses, 36 miles of mountain bike trails, and 13 acres of shooting sports ranges on a sprawling 10,600-acre site in West Virginia! There are also world class venues for white water rafting, kayaking, rock climbing, bouldering, ATVs, skateboarding, and BMX, as well as arena shows, treetop canopy tours, exhibit areas, patch trading, and more.
Tidewater Council is organizing a contingent to attend this 10-day ultimate experience. We are currently accepting youth sign ups for the limited spaces available. Adults who are interested in attending as leaders should contact Jeff Irving at jeffreyirving@cox.net.

Cub Scout Bear and Webelos Handbooks
Cub Scout Bear and Webelos handbooks have changed. If you are a Bear or Webelos Den Leader, be aware that some of the Cubs may be using the old edition (2018) and some the new (2021). As of May 31, 2022, BSA is retiring 19 of the elective Adventures currently in the program. The 2021 printing of the handbooks had these Adventures already removed, and this printing is the only one available for the Bears and Webelos/Arrow of Light. The four Bear Adventures being retired are the following: Beat of the Drum, World of Sound, Make it Move, and Robotics. The seven Webelos/Arrow of Light Adventures being retired are: Looking Forward Looking Back, Maestro, Project Family, Build My Hero, Adventures in Science, Fix It, and Movie Making. We have also discovered that in the 2021 edition of the Bear handbook, the Table of Contents is incorrect.
Scout Uniform Pants
Scout uniform pants are slowing coming back into stock in the men’s sizes. The current estimated timeline for restocking boys’ youth sizes is April. Girls’ and ladies’ sizes are still available.
Scout Shop Accounts
Does your unit’s store account need to be updated? As Arrows of Light crossover to troops, the parents often go too, which could mean the unit needs to update the authorized users of its store account. If you don’t know who is on your account or if your unit has an account, call the Scout Shop or email polly.fugate@scouting.org. The update form can be emailed for signatures, or you can come by the Scout Shop to pick up a blank form. Remember, if you use a credit card, you not only pay interest for the card, but also the 3% processing fee charged here.

BSA Safety Moment
It is recommended to include a BSA Safety Moment during meetings to inform Scouts and parents and keep everyone safe. Numerous downloadable BSA Safety Moments are available here.
Weather-Related Safety
Spring is arriving and Scouts’ thoughts are turning to camping. As Robert Baden-Powell said, “The open-air is the real objective of Scouting and the key to its success.”
To provide a fun, safe camping experience, every direct contact leader must have current Weather Hazards training. It is recommended that every adult on the campout be trained in Weather Hazards as well. This training is available through My.Scouting, and must be renewed every two years.
Child Abuse Prevention Month
While Scouting emphasizes youth protection year-round, April is National Child Abuse Prevention Month. Scouting units can participate in this time of prevention, support, and community collaboration in many ways:
- April 1 is Wear Blue Day in support of Child Abuse Prevention. Scouts can wear their blue uniform Cub Scout shirts, a blue day camp shirt, or any other shirt blue in color. Adults, older Scouts, and families can participate too.
- Review the BSA Social Media Guidelines.
- Review Scouting’s Barriers to Abuse.
- Review the Bullying Prevention Guide.
- Scouts can renew their Cyber Chip.
- Parents should review How to Protect Your Children From Child Abuse: A Parent’s Guide. The pamphlets are available in rank books or can be downloaded.
- Use these resources to teach Scouts about bullying awareness.
Outdoor Awards
- Cub Scout Outdoor Activity Award: The Cub Scout Outdoor Activity Award encourages Cub Scouts to become active in the outdoors. To earn the award, Cub Scouts must attend either day camp or resident camp, complete a specific adventure for their rank, and complete a selection of outdoor activities. Specific details on the requirements can be found here.
- Outdoor Awards: There are twenty outdoor awards for Scouts BSA youth. Visit the Outdoor Awards webpage to view the awards and the requirements.
- Historic Trails Award: This award recognizes Scouts for planning and participating in a historic activity. Cub Scouts, Scouts BSA, Venturers, and Sea Scouts can earn the Historic Trails Award.
- National Outdoor Challenge Unit Award: The National Outdoor Challenge Unit Award encourages troops to do more outdoor trips and long-term camping, have an annual program plan, have an activity with a Webelos den, conduct a Leave No Trace program, and teach outdoor-related merit badges.
Spring Recruiting
As the weather warms, families want to do outside activities. What better place to do them than Scouting?
When recruiting in the spring, it is important to have an active summer program to keep new Scouts engaged.
- Scouts BSA Troops are encouraged to hold an event for new fifth graders. Invite new Scouts to a meeting where they will learn about a camping trip. On the camping trip, highlight the fun and excitement of Scouting.
- Cub Scout packs are encouraged to conduct membership inventories and tailor recruiting efforts to dens that have suffered retention losses and military moves. Remember that it is not the time of year to recruit Lions, as they are in preschool now and will not be eligible to join until August.
Richmond Raceway
Richmond Raceway offers exclusive discounts and unique experiences for Scouts, including discounted tickets and camping opportunities.
In 2021, Tidewater Council Troop 362, Pack 374, Troop 462, Pack 585, and Pack 700 recited the Pledge of Allegiance in front of the crowd at a NASCAR Cup Series race. Pack 407, Troop 407, and Pack 996 participated in the Presentation of Colors at a NASCAR Xfinity Series race.

Camp Staff for Summer Camp 2022
What are your plans for next summer? Are you looking for an awesome opportunity to learn new things, develop new skills, share what you know, meet new people, work an internship, and enjoy Pipsico Scout Reservation?
We are accepting applications for Counselors in Training, Junior staff, Area directors, Commissioners, and administration. Program areas include aquatics, shooting sports, Scout skills for new Scouts and for seasoned Scouts, handicraft, cook-crew, and more.
You must be at least 14 years of age by June 20, 2022 to be considered. Camp staff is composed of youth, young adults, college students, school teachers, bus drivers, professionals who want to get away from the office, and folks who have an open schedule. The Tidewater Council Membership Team is looking for volunteer assistance:
- Scouts BSA Recruiting Chair
- Assist the membership committee with developing recruiting campaigns directed at middle and high school-aged youth.
- Time commitment: 3-6 hours per month plus one monthly committee meeting
- Homeschool Parents
- Assist the membership committee with developing a recruiting campaign directed at homeschooling families.
- Help staff 2-4 daytime joining events in March and/or April.
- Time commitment: 2-4 hours planning, 1-2 hours for each joining event
- Millennial Scout Moms
- Take part in developing an Instagram campaign. The goal is to encourage Instagram-savvy parents to act as “Scouting Influencers” by using agreed-upon hashtags to promote Scouting activities.
- Time commitment: 3-6 hours in total
- Spanish-Speaking Scouters
- Speak to potential chartered partners to help form units to serve our Hispanic community.

Congratulations to new Eagle Scout, Dylan S. of Albemarle Troop 127, Flaming Arrow Patrol!
Thank you to all the Scouts, families, volunteers, and community members who supported the 2022 Scouting for Food Drive!
It’s because of you that approximately 569 volunteers came together from 28 units to donate more than 13,400 pounds of much needed items to food banks in our communities. These donations will create 11,169 meals for families across the council area. Great job!
Deciding to donate blood is something that happens when a person realizes they have the ability to keep someone else alive. This is a gift beyond measure. With this precious resource, a member of our community is going to make it through what could be the toughest time of their life. We deeply thank you.

Great job to Pack 164 who showed their Cub Scout flag skills at the Edenton Fire Station on Presidents Day by conducting the lowering of evening flags.
Cub Scout Packs in Albemarle District have revved up their engines and had terrific race days. Way to go Cubs! We hope to see you at the District Derby.
Cub Scout Packs are celebrating at Blue & Gold banquets. Besides having a lot of fun, many Cub Scouts are receiving their rank advancements at these ceremonies. Congratulations on your great accomplishments, Cub Scouts and families!
Troop 362 hit the slopes of Timberline Ski Resort on Presidents Day weekend. The Scouts bundled up against freezing temperatures and icy winds to enjoy the snow sports. For the majority of the Scouts, the trip was the first time they tried skiing – and they had a blast! In addition, some Scouts got a chance to visit 60-ft. Blackwater Falls on the way home. It was a winter wonderland.
