VIRGINIA BEACH SCOUT LEADER CUTCH ARMSTRONG RECEIVES OUTSTANDING EAGLE SCOUT AWARD

Virginia Beach, Va. – Philip “Cutch” Armstrong, a member of the Boy Scouts of America Eagle Scout class of 1973, will be honored as a recipient of the NESA Outstanding Eagle Scout Award by Tidewater Council, Boy Scouts of America.

Cutch earned his Eagle Scout rank with Troop 366 in Tidewater Council. As a youth, he served as a chapter chief in Blue Heron Lodge and received the Vigil Honor. He is old enough to have earned the Lion badge (the one after Bear) in Pack 366.

He became a leader to help create a safe experience for youth. He stayed because of the inspiration he received working with other leaders dedicated to the same goal. Cutch participated in Wood Badge before leading his second den meeting and became a course director five years later. He has served as a den leader, Cubmaster, committee chair, pack trainer, unit commissioner, district chair, council membership vice president, council training chair, council nominating chair, and Silver Beaver chair. He currently is the council’s Vice President of Marketing.

Cutch has been recognized with the Silver Beaver Award (2003), James E. West Fellowship (2003), District Award of Merit (2005), Commissioner’s Key (2011), Living Legend of Tidewater Council (2019), and Second Century Society (2022).

A graduate of James Madison University, Cutch has worked in local television as a marketing director, creative director, production manager, and producer at WTKR, WTVZ, WHRO, and WVEC. Later, he worked at Cox Media as Virginia’s Statewide Marketing Manager and Director of Marketing & Client Solutions.

He served as president of the Advertising Federation of Hampton Roads and as district governor of the American Advertising Federation. The AAF presented its prestigious Silver Medal Award to Cutch in 2007. He and his wife, Deborah, have two children.

Cutch will receive the award at the Tidewater Council, Boy Scouts of America council recognition banquet at the Khedive Shrine Center in Chesapeake on May 11, 2023. He will recognized alongside fellow NOESA recipients Bill Campbell and John Scheib.

About the NESA Outstanding Eagle Scout Award

The National Eagle Scout Association established the Outstanding Eagle Scout Award during the Boy Scouts of America’s 100th  Anniversary celebration in 2010. Popularly known by its acronym, “NOESA,” this award recognizes Eagle Scouts notable for their local, state, regional, or national distinguished service.

 NOESA recipients  have inspired others through their positive actions reflected by recognized accomplishments and devotion to their community, profession, avocation, and beliefs. Previous recipients include authors, explorers, scientists, physicians, military officers, judges, attorneys, government officials, community leaders, media personalities, entrepreneurs, and prominent businesspeople. Each recipient’s record of service and accomplishments elevates the public stature and reputation of Eagle Scouts.
