Philmont Trek Interest Meeting
January 6, 2025
Tidewater Council is exploring the interest and feasibility of assembling a crew for a high adventure trek at Philmont Scout Ranch in summer 2025.
The estimated dates of the expedition will be between June 24 and July 5, 2025.
The estimated cost will be approximately $3,000, with a $250 deposit due before the end of January and the full payment due by March 1, 2025. The cost includes Philmont fees (program, food, etc.), travel expenses, and some Philmont merchandise.

Introduction to Outdoor Leader Skills
January 18-19, 2025
Introduction to Outdoor Leader Skills (IOLS) provides leaders with basic outdoors skills needed to conduct the Scouts BSA camping program. Working in patrols, this hands-on course provides adult leaders the outdoors skills they need to lead Scouts in the out of doors.
Who?
IOLS is for all adults camping with units. This training is required to be a trained Scoutmaster and Assistant Scoutmaster.

Wilderness First Aid
January 18-19, 2025
It’s essential to have some basic principles of wilderness first aid and to know how to apply them, even under stress. Even knowing how to treat minor injuries can make a difference in an emergency situation, treating minor injuries and keeping serious casualties stable until further help is available. Although there are innumerable injuries and ailments that could affect wilderness adventurers, the basic principles of first aid can be applied to almost any situation.
All High Adventure Bases require at least one person (Philmont requires two) in each crew to be currently certified in Wilderness First Aid (WFA) or the equivalent and CPR from the American Heart Association, the American Red Cross, or equivalent. WFA is also recommended for any unit that is conducting backcountry hiking or camping trips.
Prerequisites
- Current CPR/AED certification is required to attend this course. Please bring your card to the course for verification.
- Be at least 14 years of age on or before the last scheduled session of the course.
- Please bring your backpack with wilderness first aid kit and camping supplies. You will use this gear for the various scenarios.

Everyone attending high adventure bases.

The Adult and Pediatric First Aid/CPR/AED course incorporates the latest science and teaches students to recognize and care for a variety of first aid emergencies, such as burns, cuts, scrapes, sudden illnesses, and how to respond to breathing and cardiac emergencies for victims about 12 years and older. Successful students will receive a certificate for First Aid/CPR/AED valid for two years.

Scout Day at Winterplace Ski Resort
January 26, 2025
The new year means winter weather and winter sports! For the third year in a row, Winterplace Ski Resort in Ghent, WV is offering a special winter sports program for Tidewater Council Scouts, leaders, family members, friends, and neighbors! No matter what Scouting program you’re a part of (Cub Scouting, Scouts BSA, Venturing, Exploring, Sea Scouting), this winter sports day is open to you!
Youth Scouts who register by January 3, 2025 are guaranteed an event patch. Youth Scouts registering after January 3 may receive a patch, as supplies last.
The package includes a full-day lift ticket, ski equipment rental, helmet rental, and a customized 90-minute group lesson – all for a discounted rate! There are optional add-ons available for meal vouchers and snowtubing (additional cost).
Lodging is not included in the package, but there are nearby facilities at Winterplace and the Summit Bechtel Reserve for group/unit lodging. For individuals and families, there are hotels in nearby Beckley, WV.
Snow Sports Merit Badge
For members of Scouts BSA, the Snow Sports merit badge will also be offered in conjunction with this program. Scouts interested in earning this badge will need to participate in one of the discussion sessions held prior to the Scout Day, and must demonstrate their proficiency (skis/snowboard) on the slopes.

Scouting for Blood Drive
February 5, 2025
Did you know that one donation of blood can save up to three lives? Or that every two seconds, someone in the U.S. needs blood? Tidewater Council is partnering with the American Red Cross to host a blood drive through the Pint-Size Hero program. This program introduces youth to the components of blood and the importance of blood donation. Scouts have the opportunity to demonstrate leadership by recruiting blood donors, hosting drives, and engaging in the community.

Learn all the basics of Cub Scout leadership in one course with separate mini-modules to deal with position-specific topics (den leader, Cubmaster, and pack committee). Get questions answered by experienced trainers and meet leaders from other units.
This training is required to be a trained Cub Scout den leader, assistant den leader, Cubmaster, pack committee member, or pack committee chair.

All Cub Scout leaders. Either the in-person or the online class is required to be fully trained.

High Adventure Trekking Training
High Adventure Activities Retain Older Scouts
March 21-23, 2025
High Adventure training is coming this spring!
When youth reach their teen years, many other wholesome avenues open for them to pursue. Many of these new adventures can be very exciting and healthy for them, but they can also draw youth away from Scouting. What kind of program can keep older youth in Scouting through their formidable teenage years?
Sleeping out under a dark sky can be very exciting. So, where do you find one in our world of endless lighting? Believe it or not, there are still plenty of places to go. In Scouting, this is a high adventure program – a trek where youth go hiking, canoeing, even sailing, in the back country, a wilderness river or lake, or touring on the high seas.
Treks can be a long weekend activity, but, for best effect, they should last more than five days. Treks can involve going more than 50, 60, or even 70 miles walking, biking, paddling or sailing. The trek should take Scouts a little out of their comfort zone and challenge them to complete the journey. These treks teach youth many skills that make them proficient in becoming responsible adults. When an adventurer wants their personal gear to serve them well on a high adventure trek, they learn how to bring only the appropriate gear, ensure it is waterproof, and take care not to lose any along the way. Isn’t that what adults must do in life?
Camping out under the stars is not the only exciting thing on a trek. Nature offers a lot of things to see and do, such as fishing, swimming, mountain climbing, sightseeing, viewing new and different animals and trees, cooking on an open fire… just to name a few.
Tidewater Council’s High Adventure committee is holding a training course to show participants how to conduct High Adventure treks in their own unit. The course will be conducted at Merchants Millpond State Park in Gates County, NC on March 21-23, 2025. The course will be taught by Scouters who have years of experience in conducting high adventure treks. Participants will learn how to conduct a unit high adventure trek, from filling out the necessary paperwork, to training youth the skills needed for a high adventure trip, to conducting a safe, fulfilling, and successful journey. The cost is $30.00 per person.

For a den or an entire Cub Scout pack to have an outdoor activity or go camping, the group must have a leader complete the Basic Adult Leader Outdoor Orientation (BALOO) training course. BALOO training is made up of two parts: an online course available on My.Scouting.org, and an in-person, hands-on course.

2025 Wood Badge
May 2-4 and May 31-June 1
Registration for Wood Badge 2025 is now open!
Participating in Wood Badge will show you tips, tricks, and best practices for being an adult volunteer at any program level, whether you are a brand-new leader or have been leading for years. What’s more, though, is how it will change YOU. You will find yourself talking about team development and leadership tendencies at work, about managing conversations at home, and about what your personality tendencies are when interacting with others.
Wood Badge is the doorway, the start to learning about yourself and others, and the spark you will carry and instill in your Scouts. It will teach you how to lead from the perspective of the youth you serve.

Cub Scout Day Camp

Cub Scout day camp is a summer outdoor experience for Cub Scout youth. Staffed by a team of volunteers, day camp activities include sports and games, academics, STEM and science activities, nature exploration, crafts, marksmanship, and skits and songs. Each activity is challenging and age appropriate. Cub Scouts have the opportunity to try new things as they work on elective Cub Scouting Adventures.

Winter Activity Safety
There is magic to camping in winter. It is one of the most challenging outdoor adventures. However, potentially extreme weather conditions, cold temperatures, and unique hazards associated with outdoor winter activities require careful planning to ensure safety.
2025 Pinewood Derby Rules
Cub Scout families, are you ready to build your Pinewood Derby car over winter break? The rules and inspection sheet for 2025 Pinewood Derbies are now available.
All Tidewater Council district races and the council derby will use the official Tidewater Council Pinewood Derby Rules & Procedures and the TWC Pinewood Derby Car Inspection Form.
Unit Renewal
It is time to renew unit charters. Committee chairs, unit leaders, or anyone else designated to complete the Unit Charter Renewal, can find unit renewal resources at TidewaterBSA.com/renewal. At this resource page, leaders can find complete instructions and documents needed to complete the unit renewal process.
Each member of the unit will need to pay and renew their annual membership registration. The unit can opt to pay for members as well.
Seven Steps to Complete Unit Charter Renewal
- Login at My.Scouting.org. Go to Organization Manager. (The unit leader, committee chair, and chartered organization representative have access.)
- Click on “Unit Renewal” on the menu.
- Review and validate information.
- Make any necessary changes.
- Enter your name in the signature field.
- Pay and submit: Pay online or at Tidewater Council’s Mary Jayne Breeden Service Center, 1032 Heatherwood Drive, Virginia Beach, VA 23455.
- Annual Charter Agreement: The Annual Charter Agreement is mandatory and must be obtained outside of the electronic process. After completing the updated charter agreement, please email the completed agreement to renewal@tidewaterbsa.com.

Tidewater Council High Adventure Challenge Award
The Tidewater Council High Adventure Challenge is a unique opportunity for a troop, patrol, or crew to enjoy an adventuresome experience that tests the limits of their camping knowledge – and expands it. Careful preparation and education can pay off in a challenging, safe, and fun-filled successful trek.
Guidelines for a High Adventure Challenge
- Prior to conducting the challenge, the youth challenge leader, accompanied by the adult challenge leader, will gain approval from the High Adventure Committee for the activities involved in the challenge. Contact Jeff Irving at Jeffreyirving@cox.net.
- Before any Scout or Scouter can participate in the high adventure activity, the unit leader will ensure that the participating Scouts have knowledge of the skills required to conduct the challenge.
- Conduct an outdoor high adventure challenge for a five-day (minimum) period during a calendar year.
- The troop/patrol will not have any off-challenge activity during the high adventure experience.
- The troop/patrol/crew will conduct a minimum of two weekend work-up sessions. A High Adventure Weekend Challenge will count for a work-up session if it involves a trek similar to the five-day High Adventure Challenge (e.g., a backpacking weekend trek and a five-day backpacking trek).
- The Challenge will follow the Guide to Safe Scouting.
- Menus must be prepared, and food purchased, by the youth.
- Practice Leave No Trace during any high adventure activity. Follow the BSA Outdoor Code.
- A Tidewater Council High Adventure Challenge patch is available for ordering and purchasing from Tidewater Council’s Scout Shop for all Scouts and leaders who successfully complete the High Adventure experience.
- Examples of High Adventure treks:
- 50-mile canoe trek
- 50-mile Appalachian Trail hike
- Sail Chesapeake Bay, stopping at ports of call for five days
- C&O Canal trail 50-mile bike trek
- Attend one of BSA’s High Adventure camps
- Florida Sea Base trek during spring break
- NOTE: There is a BSA 50-Miler Award. If participants wish to earn both the 50-Miler Award and the High Adventure Challenge, the trek must also be conducted by the 50-Miler Award rules.
Guidelines for a High Adventure Weekend Challenge
High Adventure Treks involve learning and practicing advanced skills to successfully complete a five-day or longer trek. Tidewater Council wants to recognize Scouts and leaders who learn these required skills. High Adventure Challenge patches are awarded for completing a weekend trek conducted using the five-day challenge guidelines, except for the required five-day period. If the group subsequently completes the five-day challenge, a pin suitable for placing on the High Adventure patch will be awarded.

For those needing a uniform, the Fall Uniform Sale has been extended until the end of the year. Tidewater Council Scout Shop’s last day to be open in 2024 will be Saturday, December 21.

New this month is the BSA dark olive green windbreaker. This 100% polyester, lined, and zippered windbreaker with hood and side pockets comes in adult sizes small – 2XL and sells for $29.99.
Scouting America Uniform Strips
New Scouting America uniform strips will soon be available for purchase in the Scout Shop for $1.99 for customers who already have a shirt.
For customers purchasing a new shirt, a strip will be provided free of charge for those who want to sew it on over the present strip.
Remember, once a uniform, always a uniform. You do not have to replace or cover your present strip.
Pinewood Derby Kits
Pinewood Derby kits are always a great stocking stuffer for Cub Scouts. If you plan to purchase them to hand out at your last meeting this year, you can find them at the Scout Shop for $6.99 each. If you purchase ten or more, there is a discount of $0.25 off per car.

Help Needed: Camp Moonyah Improvement Projects
Camp Moonyah has been an integral part of Tidewater Council’s camps for more than 85 years. As such, it has a rich history hosting functions, events, celebrations, and ceremonies encompassing all arenas of the Scouting program. Over the past many, many decades, dedicated volunteers have continually strived to improve the camp to ensure safe and enjoyable experiences for all. Even with past improvements, it is time to bring this facility into the 21st century. To that end, there are two proposals before the council:
Introduction of Electrical Power
Working with Dominion Power, bringing power into Camp Moonyah will require several measured electrical wire runs of 250’+ from a transformer located off property to the maintenance shed where the meter base would be located. Because of the distance, a 25kw transformer will be required to maintain a continual, safe load of power. The cost of connection to a power source, running a total of 500’+ of underground cable, the transformer, and other fees associated with this project will run from $10,000 – $12,000.
Potable Water
Working with the City of Chesapeake water department, tapping into an existing water line conveniently located just outside the camp entrance will bring viable potable water into the camp. City connection fees, trenching a water line to a meter and further on to end at a frost-free water spigot similar to those in use at Pipsico will run from $3,400 – $5,000.

To achieve the success of these projects, we are reaching out to you in Tidewater Council to either help fund in full or in part one or both of these projects. By doing so, you will ensure the continued success and growth of Camp Moonyah for decades to come.

Sponsor a Tent at Pipsico Scout Reservation
Many of Pipsico Scout Reservation’s tents have been in service for 30 years. In order to continue to provide a high-quality camping experience for our Scouts, Tidewater Council is replacing 200 tents between 2023-2027.
Based on the recommendation of our Camping Committee, we are replacing the current wooden platforms and ridge pole system tents with new platforms and Diamond Brand tents with aluminum-mounted frames. In addition to housing Scouts and keeping them dry, the new tents will exponentially decrease the time needed for tent setup and takedown. The cost of a new tent, platform, and frame is approximately $1,640 each. A contribution in any amount is appreciated, and will be designated to provide new tents at Pipsico.

Leave a Legacy: James E. West Fellowship Award
The James E. West Fellowship Award is a national recognition for individuals who contribute $1,000 or more in cash or securities to the Tidewater Council BSA endowment fund. This contribution is in addition to, and does not diminish or replace, the donor’s annual gift to the council’s Friends of Scouting campaign.
Organizations or individuals may contribute an award in honor of someone — an Eagle Scout, a Silver Beaver recipient, Living Legend, any outstanding Scout or Scouter.

Virginia DWR Archery Open 2025
The Virginia Department of Wildlife Resources (DWR) invites the archery and conservation community to participate in the 2025 DWR Archery Open. This inaugural competition will take place Saturday, January 11, 2025 in Richmond, Virginia and will feature opportunities for youth and adult level competitors. Event proceeds will contribute to connecting people to conservation.

Scouts in Action
Tidewater Council is pleased to announce that Chuck Kubic has been selected for the prestigious Distinguished Eagle Scout Award!
The award is granted to Eagle Scouts who, after 25 years, have distinguished themselves in their life work and have voluntarily shared their talents with their communities. Since 1969, this prestigious recognition has been awarded to only 2,000 Eagle Scouts, out of 2.7 million Eagle Scout ranks.
Kubic is a distinguished Scout leader, past Tidewater Council President, retired Rear Admiral and Commander of the 1st Naval Construction (Seabee) Division, author, and president of Kubic Engineer Group, a consulting engineering business.

Congratulations to the new Eagle Scouts in November!
Over the last year, members of Tidewater Council have been making a difference in our community!
Local Scouts and leaders from Pack 374 and Troop 362 led a Messengers of Peace Ambassador Award project establishing a pollinator garden at the Princess Anne Public Library in Virginia Beach.
Starting in August 2023, the group met and identified a project, partnered with the Virginia Master Naturalist society to learn why pollinators are so important to natural habitats, and determined what they could do to help.
Virginia Beach Princess Anne Public Library had a perfect place – right next to their drive-through – and staff with a teen group willing to support the effort. Once the location was identified, the real work began.
A local Eagle Scout drew up the landscape design to give the Scouts an idea of what an Eagle-level project could be. The group worked together to hone the plan, define the scope of the project, and list requirements. The Scouts prepared the location by clearing the existing land, grading and leveling the bed, and preparing it for the garden. On each workday, as many as 20 additional Scouters and family members joined the group in volunteering their time, rain or shine.
Norfolk Botanical Garden donated 60 native plants and sent representatives to the garden to advise on design layout. Through the generous donations of local businesses, the Scouts received eight wooden barrels from local breweries, wineries, and distilleries that were converted into planters. Four nurseries, the botanical gardens, and a landscape company donated more than 125 plants, five yards of river rock, and four yards of compost.
The plants in the previous garden had been choked by weeds, and the poor soil was packed as hard as cement. The Scouts quickly recognized their plan would fail without amending the soil and providing irrigation.
Scouters coordinated with a local irrigation company, All Things Green, who donated time and materials to install an irrigation drip system for the containers and ground plants.
“Working on the project was difficult. The soil was hard, the weather was poor, and unforeseen problems kept popping up. But every day, we could see that we were making progress, and every step towards the goal felt substantial and fulfilling,” said a First Class Scout with Troop 362.
A Second Class Scout with Troop 362 said, “When we first started this project, I thought we would just plant a few plants. Over the year, we completely transformed the land (function and form) far beyond what I thought we could do. I am really proud of what we accomplished and the positive impact on the local ecosystem and community.”
To date, the project includes a total of more than 708 hours, with the core group of Scouts and leaders completing more than 550 hours, and another 158 hours contributed by families and Scouts of Cub Scout Pack 374.
Within a week of planting the garden, the Scouts noticed many monarch and swallowtail butterflies visiting the garden, as was evidenced by the dozens of caterpillars and chrysalides. At least a dozen monarch butterflies have emerged in the garden.
The Scouts aren’t done yet. They plan to carry this project forward into the next Scouting year to harvest and donate seeds from the garden to the library’s seed bank. They will also provide a backyard design for pollinator gardens to accompany the seeds, in the hopes that the community will help provide much-needed habitats for pollinators.
“We’ve participated in several Messengers of Peace projects throughout our Scouting journeys,” said a Scouter and STEM mentor with Tidewater Council. “This is the most ambitious and rewarding, so far, with the greatest, positive impact for our community.”
Ashley Barrineau, Manager of the Princess Anne Public Library, said, “Seeing the dedication of the Scouts along with the thoughtful support of their leaders in showing them how to create positive impact on their community is truly inspiring and I would love to see them recognized for this contribution. It is so much more than just a small garden: the thought and care really shows.”
Along with the Messengers of Peace Ambassador Award core group recipients, 68 members of Pack 374 and family members of recipients participated. Each of the Scouts will receive the Messengers of Peace Award.
Laura Bussiere, Tidewater Council’s International Scouting Representative shared, “The World Organization of the Scouting Movement serves 57 million young people around the world. Since the inception of the Messengers of Peace program, Scouts have contributed more than 3 billion service hours to their communities. Each level of the Messengers of Peace Program is made up of four stages: Inspire, Learn and Decide, Do, and Share. Activities to meet each stage should directly correlate with one or more of the United Nations Sustainable Development Goals (SDGs). Scouts are also the largest youth contributor to the SDGs.
“It is inspiring to see so many young people passionate about creating positive changes in their communities,” Bussiere continued. “In this project, the Scouts worked towards many of the SDGs including Climate Action, Life on Land, and Partnership for the Goals.”
The Scouts thank all who have supported the project, including All Things Green, Anderson’s Virginia Beach, Chesapeake Bay Distillery, Coastal Landscapes, Commonwealth Brewing Company, Knotts Creek Nursery, Mermaid Winery, Norfolk Botanical Garden, Southern Branch Nursery, Tidewater Lawn Care, Virginia Master Naturalists, the staff and teen group of Princess Anne Public Library, and the family members and volunteers who devoted their time.
This project has been nominated by Tidewater Council leadership to be considered for the Messengers of Peace Distinguished Projects Award.
The Scouts BSA National Youth Council makes youth perspectives central to program decision-making and provides an opportunity for youth to give input and shape strategy on some of the organization’s most important topics.
Nation-wide, fewer than 40 Scouts are selected for the Scouts BSA National Youth Council each year. We are pleased to announce that Randall N. of Virginia Beach will be representing Tidewater Council.

The Wood Badge team conducted Joel Cesar’s Wood Badge beading at Three Rivers District Roundtable on December 12.
This was Joel’s last Roundtable as a member of Tidewater Council’s district executive staff. He made a significant impact on countless lives during his time on our staff, and we wish him all the best in his next adventure.
