CHARLES R. KUBIC ELECTED AS TIDEWATER COUNCIL BSA PRESIDENT

Virginia Beach, Va. – Retired Rear Admiral Charles R. Kubic was recently elected as president of Tidewater Council, Boy Scouts of America. As president, he is the lead volunteer for some 2,400 adult leaders. Tidewater Council’s Executive Board is comprised of community-minded volunteers whose mission is to provide a Scouting program to youth in Southeastern Virginia and Northeastern North Carolina.

In Kubic’s own words, “It is a rare privilege to work alongside the very best Scout volunteers and professional Scouters while guiding the development of our nation’s very best youth as they live the Scout Oath and follow the Scout Law each day on their way to becoming our nation’s leaders of tomorrow.”

Kubic began his Scouting adventure at the age of eight, as a Cub Scout in Greensburg, PA. He continued in Scouting throughout his youth, through a Boy Scout troop and high adventure Explorer post. Kubic took on many youth leadership roles, including Patrol Leader, Troop Scribe, Brotherhood member of the Order of the Arrow (Scouting’s honor society), Expedition Crew Leader at Philmont Scout Ranch, and Secretary-Treasurer, Vice President, and President of his Explorer post.

As an adult, Kubic volunteered with the Boy Scouts of America in Bangkok, Thailand; Madrid, Spain; Springfield, Virginia; and Virginia Beach, Virginia. His volunteer leadership roles have included Tiger Cub Partner, Webelos Den Leader, Cubmaster, Assistant Scoutmaster, Scoutmaster, Assistant Advisor and Advisor for Order of the Arrow chapters, Advancement Committee Member, Bayside District Chair, Executive Board Member, Executive Vice President, and now Council President.

Within Scouting, Kubic earned the recognitions of Silver Beaver, Eagle Scout, District Award of Merit, Arrow of Light, Ad Altare Dei and Parvuli Dei religious awards, and District Committee Scouter’s Training Award.

Kubic graduated from Lehigh University, earning both a bachelor’s degree and a master’s degree in civil engineering. He graduated from the Advanced Management Program at the University of Pennsylvania’s Wharton School and received an honorary Doctor of Engineering degree from Lehigh University. Following college graduation, Kubic was commissioned as an Ensign in the Navy Civil Engineer Corps.

Kubic’s military career spanned contingency operations from Vietnam to the Middle East. He commanded Navy Seabees at the Detachment, Company, Battalion, Regiment, Brigade, and Division levels. He also served as a White House Fellow and senior policy analyst for President Reagan’s Domestic Policy Council. Later, he served as the Naval Facilities Engineering Command director of the Strategic Programs Office and program coordinator for the Strategic Homeporting and Trident military construction programs. In 2002, he was appointed Commander of the First Naval Construction Division/Naval Construction Forces Command, and led the Navy Seabees in support of the Marine Expeditionary Force during Operation Iraqi Freedom. Kubic retired as a Rear Admiral after over 34 years of Naval service. He then became President of an International Construction Company for seven years, and subsequently founded his own consulting firm, Kubic Engineer Group, in Virginia Beach in 2012.

For his military service, Kubic was awarded the Legion of Merit, Defense Meritorious and Meritorious Service medals, the Navy Commendation and Achievement medals, the Armed Forces Expeditionary medal, and the National Defense, Vietnam, Armed Forces, and Humanitarian Service medals.
