National Youth Leadership Training (NYLT) is an exciting, action-packed program designed for 13 to 17 year old members of Scouts BSA and 14 to 20 year old members of Sea Scouts and Venturing. This course will be held on November 9-11 and November 15-17, 2019 with Erich Röetz assigned as the Course Director/NYLT Scoutmaster for the course. The course will be held at held at Pipsico Scout Reservation. NOTE: Registration and payment for the course will be done online using Tentaroo. You may pay with a credit card. NYLT is an exciting, action-packed program designed to provide 13 to 17 year old members of Scouts BSA and 14 to 20 year old members of Sea Scouting and Venturing with leadership skills and experience they can use in their home units and in other situations demanding leadership of self and others. The terms “Servant Leadership” and “Be, Know, Do” will be reinforced throughout the course.

NYLT is open to all youth (male and female) in crews, ships, and troops. Youth leaders will become part of a Model Troop. Upon arrival to the course, each Scout will be assigned to a patrol of 6 – 8 youth with diverse backgrounds, but similar in age. They will take part in many activities including an outpost hike and campout.

Registration and payment for all participants will be done on Tentaroo.  In addition to the registration information submitted online, the applicant (Scout), applicant’s parent(s) (if under 18 years old), and unit leader will need to sign a supplemental information form and forward it to the NYLT Scoutmaster by email, mail, or drop-off at the Council Service Center. Applications will not be accepted without the applicant’s, parent’s, and unit leader’s signature on this form. If you are unable to register online, please read the instructions in the “Trouble with registration?” section.  The NYLT Scoutmaster will follow up with you.

Those selected for the course will be notified no later than October 14, 2019. If there is no space in the course, you will be placed on a waiting list. Once accepted into the course, that applicant must be present for the duration of the course. There will be no make-up sessions if an applicant does not attend an event and there will be no refund.

Yes, NYLT is designed for training leadership skills and as such does not have the time to teach basic Scouting skills. Therefore, the course is limited to those mature youth. For Scouts BSA, the requirement is that they are at least 13 years of age or older and are at least a First Class Scout by November 9, 2019. For 2019 only, an exception will be granted for girls registered in Scouts BSA to attend NYLT without first achieving the First Class rank, but they must still meet age requirements, attend Introduction to Leadership Skills for Troops (ILST), and have their Scoutmaster’s recommendation. The requirements for Venturers and Sea Scouts are mature youth who meet Venturing and Sea Scouting minimum ages by November 9, 2019 and are not 21 prior to the end of the course (November 17, 2019).  These are national guidelines and cannot be changed for the course. NYLT provides food, supplies, and awards for the course participants. For this reason, we must charge a fee for participation. Every person attending, including adult advisors and youth staff, will pay a fee to cover these expenses. Registration is open now.

Fee for participants:
$230 total cost paid on or before September 14, 2019.
$250 total cost paid after September 14 and before October 16, 2019.
$265 total cost paid on or after October 16, 2019.

Course registration closes October 26, 2019.

No applications will be taken after this date without approval from the NYLT Scoutmaster.

We highly encourage unit committees to offer at least one scholarship for NYLT for ½ of the course cost for your participant(s). NYLT is a leadership training course, NOT a summer camp or camporee. Therefore, meeting the minimum requirements of rank, age, and completion of Introduction to Leadership Skills for Crews, Ships, or Troops must be adhered to. Likewise, it is imperative that you screen your applicant to ensure they have the maturity to attend a leadership course. This serves as the foundation for ensuring all participants receive the most out of NYLT. As BSA’s premier national youth leadership training experience, the knowledge gained at NYLT has direct impact on the continued and enduring success of your unit. A trained YOUTH leader will contribute significantly to retention, recruitment, and unit operations. Invest in the future, and they will pay it forward!

The NYLT course has limited space. Therefore, a youth accepted for the course and who has paid the deposit is expected to attend the full program. Refunds will be provided only for the following:

1. Death of relative
2. Physical limitation/medical situation
3. Approval of Course Director

Please note that all approved refunds will be assessed a minimum of a 15% administrative charge. However, the council reserves the right to charge to the person requesting the refund any fixed costs already paid on behalf of that participant. The individual or parent/guardian must apply for the refund. Refunds will not be granted within 30 days of the course convene date since program items will have already been purchased for participants; however, unit leaders are able to change candidates prior to 20 days from the beginning of the NYLT Course.

For youth who are not accepted because of space limitations, they will be fully refunded.

By design, the course can hold a maximum of 48 participants, so it is imperative you commit and pay in full no later than October 26, 2019 (earlier if possible).

The goal of BSA is to have every youth leader graduate from NYLT. It is intended that every eligible unit submit at least one primary and one alternate nominee. However, units may send more than one youth who meets the requirements. There are 125+ eligible units and only 48 seats per course, therefore space is extremely limited and the selection process will be determined by a first come, first served basis and based on the recommendation from the unit leaders.

There are two types of enrollment for NYLT: Primary and Alternate unit representatives. Units may nominate more than one Scout. However, there will be only one Scout designated as a “Primary.” The remaining applicants will be listed as “Alternate (1), (2), (3), etc.”  There are no limitations on how many applications one unit can submit for NYLT.

Registration is open now. Units may submit nominees and pay the course fee. It is our hope the course will be filled by October 15, 2019.

It is highly recommended that all units submit their applications along with course fee by September 14, 2019 to take advantage of the lowest possible cost.

Our objective at NYLT is to provide leadership training to ALL youth attending, regardless of physical or other limitations. Therefore, if your youth has special needs, contact the NYLT Scoutmaster at NYLT6958@gmail.com so all concerns can be addressed prior to the course. Please give us notice by October 26, 2019 of any dietary requirements.

ABSOLUTELY YES. THE UNIFORM IS A REQUIRED PART OF THIS YOUTH LEADERSHIP TRAINING COURSE! Scouts BSA and Sea Scouts are required to wear the FULL prescribed BSA Field Uniform (excluding neckerchiefs and bolos) properly. Venturers will wear their crew uniform or their recommended BSA Field Uniform. Leading, reverence to self, and pride as Scouts are elements brought forward at NYLT. Corrections will be made to those participants not wearing the uniform properly. This includes having their BSA uniform shirt tucked in.

Youth participants will wear their Field Uniform (see description below) when they arrive at NYLT. The Field Uniform is also worn at all flag ceremonies, dinners, and several other times throughout the course. When youth are not wearing their Field Uniforms, they wear an Activity Uniform (see description below). The Activity Uniform is the same uniform as the Field Uniform, except the participants’ NYLT shirt replaces the designated Scout shirt. This means the youth wear the Official BSA Scout shorts or pants and BSA Scout socks throughout the course. Participants will also receive course materials, one (1) NYLT activity shirt, and a nametag.

Knowing that cost can be a factor for many families, consider these options for getting official BSA shorts/pants and socks. Some troops have an “experienced” uniform program or think about borrowing these items from another Scout (hopefully about the same size as your Scout) in your unit.

This year NYLT will be held at the Pipsico Scout Reservation in Spring Grove, VA. We will be camping both weekends, so ensure you are prepared to sleep in your tent even if the weather is cold! Remember, November is an unpredictable weather month for the Tidewater area. Also, there are limited shower facilities. Be Prepared!

Do not bring electronics, cell phones, and other devices.  If these items are brought, the NYLT Staff will not assume responsibility nor deal with lost or stolen items.  It will be incumbent upon each participant to manage and take care of his or her own equipment.

SCOUTS SHOULD NOT BRING ANY FOOD WITH THEM TO NYLT. Food in tents and billeting areas will attract animals and ants. Food for all the meals during the course will be provided. We will also provide snacks throughout the course. There will be plenty of good food to eat!  Any youth who brings money does so at their own risk. Please note, if the youth has any food allergies, it is crucial the youth and the parents inform the NYLT Scoutmaster no later than October 26, 2019.

YES! Annual Medical Form Parts A, B & C must be current, complete, and signed by both parent/guardian and physician. Physicals will be accepted and screened at course reception. BSA medical forms are valid for one year. Please ensure the participant’s medical form is valid for the duration of the course. Therefore, no form should be dated any earlier than November 17, 2018. Medical forms will only be accepted at check-in. If your unit maintains a copy of your medical form, please ensure that you acquire that form prior to arriving at NYLT. Please do not give us the original medical form; a copy is best.

NYLT has an adult advisor who is trained as and will serve as the medic. When youth check in at NYLT, they will also check in with the medic, who will review any medications. Medications must arrive in their original containers with clear instructions on dosage. Medications will be held by the medic during the course. It is the youth’s responsibility to take his/her medications when needed. The medic will provide general reminders throughout the day and will do their best to track individual medications. If this is an issue, please discuss with the medic or the NYLT Scoutmaster during the registration process.

For Health and Safety reasons, youth should bring with them an emergency inhaler and/or EPIPEN if applicable. This will be the ONLY medication a youth will be able to maintain in their personal possession.

REMINDER: You must have the current and BSA Health Form completed and signed by both parent/guardian and physician. Those who do not will be turned away, will not be able to attend the course, and will not receive a refund. Although activities require the skills needed for certain merit badges, NYLT focuses on teaching the participants how to teach a skill, not to complete a merit badge. NYLT is not summer camp or a camporee. It must be treated and approached as a leadership course or academy. The objective of NYLT is to train leaders, specifically “Servant Leaders.”  With that said, the skills the youth will learn at NYLT will help them advance in their respective units.

NYLT provides skills that go beyond Scouting to critical skills required in the workplace and for life. We, therefore, encourage you to promote every eligible and mature youth to attend. Please have your son/daughter at Pipsico Scout Reservation no later than noon on Saturday, November 9, 2019 and at 5:00pm on Friday, November 15, 2019.

Please note: the first meal offered at NYLT is dinner on Saturday, November 9; therefore, participants need to eat before coming.

The course is fast-paced and requires the attention of all youth. Please read the discipline policy on the Supplemental Information Form and encourage your son/daughter to be on good behavior during the course. Knowing the caliber of youth being sent by their respective units, we anticipate no discipline problems.

Please pick-up your son/daughter promptly at the conclusion of the program. The staff has additional work that must be completed before we can go home to our families. If you are more than 30 minutes late, please contact the NYLT Scoutmaster at NYLT6958@gmail.com to make arrangements. When you arrive to pick up your participant, please be patient, as they may be in the process of cleaning the course facilities. No participant will be allowed to depart prior to course areas being cleaned and brought back to a state equal to or better than we accepted it. Please do not ask permission for the participant to leave any earlier.

On the final training day of the course, there will be a GRADUATION FEAST and closing ceremony. As this is part of the program, all participants will be required to attend. Unit leaders are invited and highly encouraged to attend as well and see their youth graduate from this leadership program. Tickets for the FEAST are $5 per person. Order forms for the tickets will be in your welcome packet. You are able to submit the order form at the course check-in. Immediately prior to the feast, we will have “After NYLT – Now What?” session for unit leaders to provide ideas on how to maximize youth leadership opportunities in your unit. Director/Scoutmaster, Erich Röetz

Erich Röetz currently serves as Troop 374 Committee Chair, Crew 179 Associate Advisor, Blue Heron Lodge Adviser, and is an officer of the Tidewater Council Executive Board. This is Erich’s second term as NYLT Course Director and his eighth NYLT staff experience. A graduate of the Junior Leader Training Course as a youth, Erich earned his Wood Badge beads in 2009 from SR-857. Erich served on the staff of six Wood Badge courses, including as Scoutmaster/Course Director of the 2018 Tidewater Council Wood Badge Course (S7-596-18).

Erich has been an adult Scout leader for the past 12 years in Tidewater Council at Troop 791 (Scoutmaster, Asst. Scoutmaster, and Committee Member), at Crew 179 (Crew Advisor and Associate Advisor), and at Troop 374 (Committee Chair). A Vigil member of the Order of the Arrow, he has been awarded Blue Heron Lodge’s Silver Heron Award (2018), James E. West Award (2018), Tidewater Council Silver Beaver (2017), Chowanoc District Award of Merit (2010), Chowanoc District Scoutmaster of the Year (2009), and was recognized in 2019 as being a Legend of Tidewater Council.
