Wreath-Laying for the Burning of Norfolk 250
January 31
A wreath-laying ceremony in commemoration of the 250th Anniversary of the Burning of Norfolk and Defeat of Lord Dunmore will be held on Saturday, January 31, 2026 at 11:00 AM at St. Paul’s Episcopal Church, 201 St. Paul’s Blvd., Norfolk, VA 23510.
After a surprise defeat at the Battle of Great Bridge to militia forces, the Royal Governor of Virginia, Lord Dunmore, was forced to move his government aboard ships floating in the Elizabeth River off of Norfolk. In retaliation for Norfolk’s refusal to supply provisions for his ships, he ordered his fleet to fire on the town. In the end, the entire city of Norfolk was burned.
St. Paul’s Church is the only pre-revolutionary building remaining in downtown Norfolk, and a cannonball from the bombardment is still visible in the wall today. Norfolk’s historic Cannonball Trail is named in recognition.
The wreath-laying is sponsored by the Norfolk Chapter of the Virginia Society Sons of the American Revolution, the Great Bridge Chapter of the National Society of the Daughters of the American Revolution, and the Old Cannonball Society Children of the American Revolution.
Scout units and families are invited to the commemoration. Consider walking the historic trail as an activity!

Generators
Portable generators are a common tool when temporary or remote power is needed. In Scouting, these could be used at large district or council events, or at summer or winter camps. Generators can be incredibly helpful but do have some inherent dangers.
Staying True to Scouting’s Apolitical Mission
Scouting has thrived for more than a century because families from every background trust that our movement is about youth—never politics. Our Rules and Regulations are clear: ‘The Boy Scouts of America must not… involve Scouting in political matters.’ That applies to national, councils, units, volunteers, and youth—at meetings, activities, online, and in the wider community.
To preserve that trust—especially in today’s highly charged political environment—Scouting America is asking every council and unit to recommit to the following:
- No political activity in uniform or under the Scouting brand. Do not attend or participate in rallies, marches, fundraisers, or public events that carry political messages while in uniform or using the Scouting name, marks, or channels.
- Uniform integrity. Keep the official uniform exactly as specified; no additions or alterations that signal political viewpoints or causes.
- Brand stewardship. Councils and units must use approved marks only and must not combine Scouting branding with political imagery or themes.
- A Scout is Courteous. We welcome every family committed to the Scout Oath and Law. We prohibit bullying, harassment, and unlawful discrimination—online and in person—and we expect leaders to ensure a respectful environment for all youth.
Personal civic engagement is important and your right—but do it as a private individual, off duty, out of uniform, and without Scouting marks. When we keep Scouting apolitical, we protect our mission and the trust that families place in us. Thank you for your leadership.
Frequently Asked Questions
Q: What if a youth or adult appears in uniform at a political event?
A: Gently but firmly require removal from the event or change out of uniform. Document the incident; provide coaching; escalate to the council if patterns persist.
Q: How do we balance ‘everyone is welcome’ with apolitical requirements?
A: We invite all families who embrace the Oath and Law—and we demand a respectful environment. Welcoming people is about conduct and character; politics belongs outside Scouting and out of uniform.

- Each February, around the time of Scouting America’s birthday, Scouts around the country focus on the 12th point of the Scout Law: reverent. Through celebrations that can be either inter-religious or specific to a particular faith, Scouts can reflect on faith. Every unit can celebrate these days as they choose — some opt to attend a worship service wearing a full field uniform, participate in a worship service, or conduct a service project for a religious organization.
- Scout Jumuah (Islam) is February 5-6, 2026
- Scout Shabbat (Judaism) is February 6-7, 2026
- Scout Sunday (Christianity) is February 8, 2026. However, units and chartered organizations are free to schedule their Scout Sunday on any Sunday in February.
- Scouting for Food: February 22 – March 1
- Conduct a Scouting for Food drive to support neighbors in need. Sign up to participate at 247scouting.com/forms/596-SFF2026 and visit TidewaterBSA.com/scouting-for-food for more information.
- International Stand Up to Bullying Day: February 27
- The idea that a Scout should treat others as they want to be treated—a Scout is kind—is woven throughout the programs and literature of Scouting America. When a Scout follows the principles of the Scout Oath and Scout Law, bullying and hazing situations should never occur.
- Have youth watch the age and rank-appropriate Personal Safety Awareness videos.
- Review and share Scouting America’s Bullying Awareness resources with Scouts and families.
- For adults, take Safeguarding Youth Training.
- Review Scouting America’s Social Media Guidelines for valuable information on internet safety and safeguarding youth when using social media.

Scouts in Action
On December 13, Eagle Scout and Blue Heron Lodge Vigil Honor Arrowman Logan S., of Albemarle Troop 127, supported the Wreaths Across America 2025 wreath-laying at New Hollywood Cemetery in Elizabeth City, NC. This event served as Logan’s first opportunity to have his grandmother, Yvonne S. of Florida, serve alongside him in her first Wreaths Across America service program.
Thank you for bringing Scouting and family together to Remember, Honor, and Teach!
Albemarle Electric Membership Corporation awarded Tidewater Council a $2,100 Albemarle Community Trust grant to support ScoutReach programs in the Albemarle region. The funds will provide registration costs and program supplies for these afterschool, character-building programs for youth in underserved communities.
The Albemarle Community Trust is funded by Albemarle Electric Membership Corporation members who voluntarily contribute through their power bills.
