Tidewater Council Camporall 2026
Celebrate Tidewater's American Adventure!
April 17-19
Scouts get to experience a unique combination of Scouts BSA troop and Venturing crew camping fun, competition, challenges, and learning at the “Tidewater American Adventure” Camporall at Tidewater Council’s Awesome Pipsico Scout Reservation.
Fun and exciting activities are themed on significant eras of the history and unique traditions found only in the United States. This weekend event will also honor and participate in the national “America 250” celebration of the 250th anniversary of the signing of the Declaration of Independence.
The Camporall 2026 Committee is in high gear planning and executing the final program details. The full Leaders’ Guide is available here. Unit leaders will be invited to several informational Zoom calls to find out more about the event, how they can best prepare their Scouts and adult leaders for participation, and answer any questions they may have about the event.

Here’s a sampling of the program events already set for the event, along with their associated historical themes.
Friday Night Carnival and Music
Kick off the Camporall with a Welcome Rally, followed by challenging interactive inflatable games at Lions Activity Field, in a fun carnival setting. A local DJ will provide a festive atmosphere with popular music and sing-alongs.
Range and Target Activities (“Wild West”)
Scouts can participate in archery and range and target activities competitions, including “Cowboy Action.” Scouts will compete for the highest score in several categories.
Branding Station and Frontier Games (“Chisholm Trail Cattle Drive”)
Participants have the opportunity to have their hats, belts, and other items branded with a unique Pipsico/America 250 brand.
Memorabilia Experience (“Colonial Barter System”)
Learn about what makes a good patch and how to trade patches and other memorabilia in an ethical manner. Plus, get the chance to apply what you learn in an actual patch trading session during the afternoon.
Scout Skills Competition (“Oregon Trail”)
Scouts and patrols can demonstrate multiple skills and overcome challenges along the trail while competing against other units.
Field Sports & Tournaments (“USA Olympics”)
Scouts, units, and patrols can participate in a variety of individual, patrol, and unit competitions in Lions Field, including Volleyball, Human Foosball, Tug-o-War, and more.
STEM Challenges
Scouts and patrols will compete in various Science, Technology, Engineering, and Mathematics (STEM)-related challenges and have the opportunity to learn about STEM-related merit badges that they might wish to earn back with their units.
Outdoor Cooking Competition (“Classic American BBQ”)
Unit representatives can compete in an “Iron Chef” competition to demonstrate their cooking skills for meals prepared using a classic Dutch oven.
Camp-Wide Game
Scouts (and some adult leaders) have the opportunity to compete in several fun ways to earn participation points and other “prizes” on Saturday. The game will culminate with final “playoffs” during the Saturday Night Show.
Climbing and Rappelling
Scouts will be able to safely try their hand at climbing the side of the 40-ft. Lions Climbing Tower, as well as learning and experiencing proper rappelling techniques. How high can you go??!!
Good Turn Project (“Hands Across America, USO, Peace Corps”)
Units can participate in a camp-wide charity project to benefit military families and veterans organizations.
Saturday Adult Leader Amusements (“Old Guys Rule”)
Adult leaders will be able to take a break and participate in leisure activities, games, and amusements. Units should bring their adult leaders to join us to relax with a game of corn hole, enjoy some light refreshments, and chat with fellow leaders.
EXPO: Military Exhibits (“World Exhibition”)
Local military facilities and groups are being invited to present their programs. Special demonstrations and displays will be announced during the day.
EXPO: Conservation Groups, Vendors, and Associations (“World Exhibition”)
Local universities, colleges, and other community groups and vendors will present compelling programs and other offerings.
Council Campfire and Show (Hollywood, Roaring 20s, America 250)
The closing campfire show, including entertainment by the awesome youth staff, final camp-wide game competitions, presentation of awards and recognitions, and finishing with an “America 250” patriotic presentation and celebration.
Scouts Own Worship Service (“A Scout is Reverent”)
Scouts and leaders are invited to participate in a traditional non-sectarian worship service on Sunday morning.
Plan on joining Scouts around the council for a unique Scouting experience involving fun, skill challenges, learning, and celebration of what makes the history and traditions of the United States and our area unique.

Scouting is a Game with a Purpose
All Scouts, prospective Scouts, leaders, parents, and volunteers are invited to attend the Tidewater University of Scouting at Old Dominion University.
This jamboree-style event offers interactive trainings and certifications, hands-on activities and adventures, merit badges and advancement opportunities, and personalized Scout quests to earn prizes and rewards.

Adult College
Earn your degree or your doctorate while studying Cub Scouts, Scouts BSA, and Older Youth Programs. Expand your knowledge with Continuing Education in First Aid/CPR/AED, Cooking, Scouting Heritage, Event Planning, Unit Management, Scouting Tools and Technology, Recruiting, Fundraising, and more. If you have attended University of Scouting three or more times, this is the year to start your Doctoral Program.
Youth Academies
- Youth Leader Academy is the perfect place to expand your leadership skills. Opportunities include Event Planning, Running Efficient Meetings, Time Management, Project Management, Introduction to Leadership Skills for Troops (ILST), Introduction to Leadership Skills for Ships/Crews (ILS/C), and more.
- Huskanaw Academy is a chance for new Scouts BSA members to master their Scoutcraft requirements for Scout, Tenderfoot, Second Class, and First Class.
- Merit Badge Academy offers a range of badges including several required for Eagle Scout.
Junior Academies
- Dragon Academy will entertain Lions, Tigers, and younger siblings for a fun-filled day of adventure.

Princess Anne District Pinewood Derby®

Registration is now open for the Princess Anne District Pinewood Derby!
Each Princess Anne Cub Scout pack’s top three winners from each rank are eligible to compete in the District Championship race. Arrow of Light Scouts (AOL) who have just bridged to a troop are still eligible.
The district races will use the 2026 Tidewater Council Pinewood Derby Rules & Procedures.
2026 Tidewater Council Living Legends Nominations Due
March 27
Nominations are now open for 2026 Tidewater Council Living Legends.
Each year, Tidewater Council recognizes those volunteers who continue to provide significant leadership, service, and support to Scouting over many years and in many roles, and who continue serving after they may have been recognized in other traditional ways (Silver Beaver, Award of Merit, etc.). Help acknowledge those volunteers for their continued contributions before their council peers at the Tidewater Council Annual Recognition Banquet. Provide inspiration for others to also continue their valued service to Scouting.
Nomination forms must be received no later than Friday, March 27, 2026 to be considered. Submittal instructions can be found on the Living Legends 2026 Nomination Form.
Three Rivers District Pinewood Derby®
March 28
The Pinewood Derby is the perfect combination of cars, competition, STEM exploration, and character-building fun.
Get ready to race at the Three Rivers District Pinewood Derby on Saturday, March 28 at Portsmouth Catholic Regional School! The top three finishers of each den, from every pack in Three Rivers District, are eligible to race. Arrows of Light (AOL) who have just bridged to a troop are still eligible.
- 8:00 AM: Pits open for check-in
- 9:45 AM: Opening Ceremony
- 10:00 AM: Races start
All cars must be turned in to the impound lot by 9:00 AM on the day of the race. Cars may be turned in prior to race day. Please refer to the 2026 Pinewood Derby “Driver’s License” for a list of these dates, times, and locations. No cars will be accepted after 9:00 AM on race day!
Bayside District Pinewood Derby®
March 28
Race fans, it is time to sign up for the Bayside District Pinewood Derby!
The top three in each rank from each Bayside Cub Scout pack are eligible to register. This includes Arrow of Light Scouts who have recently crossed over, but who were Cub Scouts during the pack Pinewood Derby.
This year, check-in will be offered on both Friday, March 27 and Saturday, March 28. Friday check-in allows the race team to preload names in the computer and makes race day run that much faster and smoother. Friday check-in will be available from 6:30-8:30 PM at Baylake UMC on Shore Drive. For Saturday check-in, visit scoutingevent.com/596-BApwd26 to view the timeslot assigned for each rank.
To make the event the best it can be, we need YOUR help! The Bayside Commissioner Staff and Order of the Arrow have already agreed to staff key positions on race day, but help is needed on Friday night to set up the track, put out chairs for spectators, and head up decorating. Albemarle District Pinewood Derby®
March 28
Come one, come all, for a fun-filled day of racing!
All racers of each rank from every pack in Albemarle District are eligible to race. Arrow of Light Scouts (AOLs) who have just bridged to a troop are still eligible. Family Fun Run races are an open class that will race after the qualified racers.
The Albemarle District Pinewood Derby will be held at Holy Family Catholic Church in the gym. Doors open at 9 AM for check-in, and the races will follow. Enjoy fun activities between races!
VFW Auxiliary Creative Patriotic Art Contest Deadline
March 31
The VFW National Auxiliary recognizes young artists (grades 9-12) and encourages patriotism in youth with the Young American Creative Patriotic Art Contest. National scholarships are awarded to the winners.
The information below has been shared on behalf of Veterans of Foreign Wars and Auxiliary, Post 392, which serves the Virginia Beach area. Not all VFW Auxiliaries participate in this contest. If you are located in another part of the council, please contact your local VFW Post for submission information.
Young artists may submit entries in the two-dimensional art category, three-dimensional art category, or both. If a student submits entries for both categories, they must complete a separate entry form for each submission.

Scouts Read Sacred Texts Worldwide
May 7
Scouts Read Sacred Texts, an initiative originating from Scouting America’s National Religious Relationships Committee, is now a worldwide invitation to youth, designed to inspire them to set aside some time to read a sacred text from their religion.
The event is held in conjunction with the U.S. National Day of Prayer. Youth are encouraged to read their text on that day, or anytime that week, when it’s convenient. Most Scouts will set aside some time to read the sacred text of their religion at home with their families on the evening of the National Day of Prayer. They can also do it at their place of worship or wherever else they please.

2026 National Jamboree Staff Band
The 2026 National Jamboree Band is actively seeking talented musicians to join its full-time staff ensemble. Composed entirely of registered Scouts and Scouters, the band provides musical support for ceremonies, special events, concerts, and entertainment throughout the National Jamboree for thousands of attendees.

World Scout Jamboree
July 30 - August 8, 2027
The World Scout Jamboree is held every four years around the world. The next Jamboree will be held in Gdansk, Poland in the summer of 2027 and will have approximately 45,000 Scouts and leaders from over 140 countries in attendance.
Age Requirements
- Participants must be between the ages of 14-17 at the start of the Jamboree on July 30, 2027.
- Those over 17 at the start of the Jamboree can apply to be a unit leader or on staff.
- Those under age 14 are not eligible to attend the 2027 World Scout Jamboree. Save the date for the 2031 World Scout Jamboree in Denmark!

Scouting Safety Moment
It is recommended to include a Scouting Safety Moment during meetings to inform Scouts and parents and keep everyone safe. Numerous Scouting Safety Moments are available here.
Diabetes
Very likely, someone in your unit has diabetes—a medical condition that disrupts the body’s ability to control blood sugar. Potentially life-threatening problems might occur if and when their blood sugar gets too high or too low.
Pipsico Tree Photos
A favorite stop on a Pipsico Scout Reservation hike is the Pipsico Tree, a tulip poplar nearly 20 feet in circumference that predates the arrival of the first English colonists.
Pipsico’s Heritage Area team and volunteer camp maintenance team, the Busy Beavers, are seeking your photos with the Pipsico Tree for a collage and slideshow. Please send any photos to [email protected] to be included in the display.

Transferring a Scout from a Cub Scout Pack to a Scouts BSA Troop
Before the Transfer
Before transferring a Scout from a Cub Scout pack into a Scouts BSA troop, make sure the pack has recorded/awarded the Scout’s Arrow of Light rank. Units will not be able to enter the Arrow of Light rank once the Scout has transferred.
Do NOT transfer Scouts from one unit to another in ScoutBook. ScoutBook is a tool to track advancement, not a tool to update membership. ScoutBook will initially allow leaders to add Scouts into the unit, but the official registration system will override the roster, and the changes will be lost.
Preferred Method: My.Scouting
Transfers should be done online at My.Scouting.org. This is the easiest option and can be done one of two ways:
- Parent initiates the transfer for their Scout, then the receiving unit (Scouts BSA troop the Scout is joining) accepts in Application Manager.
- Cub Scout pack initiates the transfer, then the receiving unit (Scouts BSA troop the Scout is joining) accepts in Application Manager.

Note: This transfer process is the same anytime Scouts are switching units, whether from pack to troop, pack to pack, or troop to troop. The previous unit or parent initiates, and the receiving unit accepts.
Alternate Method: Written Application
If it is not possible to do an online transfer, the parent can fill out a youth application (paper or fillable PDF) and submit it to the new unit. The new unit will turn the application in to the council office for processing.
Advancement Updates
Citizenship in Society Merit Badge Discontinued
The Citizenship in Society Merit Badge has been discontinued effective Friday, February 27, 2026. Beginning on February 27, 2026, Scouts will no longer be able to start requirements on the Citizenship in Society Merit Badge. Those Scouts who had already started and completed any requirements for the merit badge will be allowed the rest of 2026 to complete the full merit badge and still utilize it for attaining the rank of Eagle Scout. This has been standard practice for Eagle requirements and other advancement changes in the past.
Effective February 27, 2026, the rank of Eagle Scout will have 13 required merit badges instead of 14. All of the remaining 13 Eagle required merit badges will still apply, and Scouts will have 8 elective merit badges from which to choose instead of 7. The total number of merit badges to achieve the rank of Eagle Scout will remain at 21 merit badges (13 required + 8 elective = 21 merit badges).

Tidewater Council is hiring for a part-time Donor Relations and Endowment Coordinator to support the organization’s fundraising, donor stewardship, and endowment administration efforts. This role ensures exceptional donor care through timely acknowledgments, accurate gift processing, and responsible management of endowment and restricted funds. The position plays a key role in maintaining data integrity within the organization’s Blackbaud CRM system and supporting long-term sustainability through strong stewardship and operational excellence.

SAME STEM Camps
The Society of American Military Engineers (SAME) offers week-long summer STEM/Engineering & Construction Camps for eligible high school students (at least 15 years old).
Led by industry professionals and other volunteers from the military and engineering community, the SAME Camps are a hands-on opportunity for students with interest in STEM fields, including science, engineering, and construction, as well as technology and the environment, to work together in teams and chart a course for future education and leadership. Industry leaders from engineering firms, IT companies, and technical military units are present to teach hands-on skills and explore current technologies such as 3D printing, drones, construction challenges, and competitions. The camps also include social events, field trips to local attractions, and real-world ongoing projects.
The Hampton Roads Post of the Society of American Military Engineers is offering sponsorships for up to twenty local students to attend a camp, including both the camp registration fee and reasonable travel expenses. As a fully sponsored activity, reimbursed by local engineering and IT firms, this is a not to miss opportunity!

Scouting America Tidewater Council Polos
New Scouting America Tidewater Council polos are now available for purchase in the store! Both ladies’ and men’s shirts are available in sizes small to 4XL, in three color options each.
For the gentleman, color options are Carolina Blue, Slate Grey, and Burgundy.
For the ladies, color options are Deep Berry, Slate Grey, and Purple.
The new polo shirts are a light weight cotton blend that are great for year-round wear and affordable at only $25 each. Keep an eye out for other new Tidewater Council merchandise this year.
New Unified Handbook
The new unified Scouts BSA handbook is available for purchase in the Tidewater Council Scout Shop. This book replaces the separate male and female handbooks, but remains identical in content. Stop in and grab your copy.
Development Corner
Friends of Scouting
Friends of Scouting is Tidewater Council’s annual giving campaign. The generosity of Scouting families, alumni, and community supporters keeps the overall cost of Scouting affordable so all families can participate. Tidewater Council’s goal is to raise $550,000 through Friends of Scouting in 2026.
Has your unit scheduled its 2026 Friends of Scouting presentation? It is a great opportunity to hear about some of the council’s highlights and accomplishments over the past year, and to illustrate to families how the program is funded. All units that hold a Friends of Scouting presentation will receive a special ribbon for their unit flag. Contact your district executive to schedule your presentation.

- For United Way of South Hampton Roads, you can designate your gift to support Scouting America Tidewater Council.
- For Albemarle Area United Way, you can designate your gift to support Scouting America Tidewater Council (4004).
Leave a Legacy: James E. West Fellowship Award
The James E. West Fellowship Award is a national recognition for individuals who contribute $1,000 or more in cash or securities to the Tidewater Council endowment fund. This contribution is in addition to, and does not diminish or replace, the donor’s annual gift to the council’s Friends of Scouting campaign.
Organizations or individuals may contribute an award in honor of someone — an Eagle Scout, a Silver Beaver recipient, Living Legend, or any outstanding Scout or Scouter.

STEM Learning at the HRBT Welcome Center
The HRBT Welcome Center (9401 4th View St., Norfolk, VA 23503) is booking free STEM learning sessions for student groups through 2026.
The presentations are STEM-focused, while also exposing students to regional history and the wide range of careers involved in the $3.9 billion interstate expansion. Programs can be tailored to any age group and program objective.
Scout units can send requests to [email protected] for a one to two hour visit with project staff and engineers between 9 AM and 4 PM Monday through Friday. The HRBT Welcome Center team can typically accommodate groups of 10-30 individuals per session.
Invitation: Every Brilliant Thing — Free Community Performance (March 11)
United Way of South Hampton Roads and the African American Leadership Society invite you to Every Brilliant Thing—a free community theatre performance centered on emotional wellness, connection, and hope.
The performance will take place on March 11, 2026 at 6:00 PM at The Murray Center, 455 E. Brambleton Ave., Norfolk, VA. This uplifting experience creates space for reflection, conversation, and community healing—reminding us that even in difficult seasons, meaning and support are possible.

Sail250® Virginia
In June 2026, Hampton Roads will welcome an international fleet of tall ships, military vessels, and character ships to commemorate America’s 250th anniversary. This milestone event, Sail250® Virginia, will welcome more than 60 ships from 20 countries, bringing 10,000 visiting sailors, officers, and dignitaries to Virginia’s shores.
Sail250® Virginia invites all Virginia community organizations to take advantage of their Sail250® Virginia education program, which features three key components:
- Adopt-A-Ship Program
- Online Maritime-Themed Resources and Projects
- Educational Speaker Series
The Sail250® Virginia Adopt-A-Ship program offers student and community groups the chance to become cultural ambassadors by “adopting” one of the visiting ships. Each group will be paired with one of the visiting ships to explore its history, culture of its home country, and eventually, to correspond with its crew as they sail to Virginia in 2026!

Scouts in Action
On February 25, community leaders gathered at Town Center City Club in Virginia Beach to celebrate Tidewater Council’s female Eagle Scouts at the fourth Annual Examples of Success dinner. The event highlights the accomplishments of female Eagle Scouts and introduces them to local female business leaders.
Thank you to event sponsor ABNB Federal Credit Union; event host Barbara Lewis; speakers Andrea Kilmer, Isabelle D., and Tatum B.; and all the community leaders who joined us in celebrating these outstanding young women!
North Carolina and Virginia Scout units truly prevailed in the inaugural Highland Games at Albemarle’s finest rural Scouts BSA campground in the region, Camp Dinkerderry in Tyner, NC, on February 20-22.
Fellowship, Scout skills, campfire, and haggis were shared and experienced by teams exhibiting knowledge, strength, and Scout Spirit in traditional Scottish games with a North Carolina flair.
