Scouting for Blood Drive
August 6
Did you know that one donation of blood can save up to three lives? Or that every two seconds, someone in the U.S. needs blood? Tidewater Council is partnering with the American Red Cross to host a blood drive through the Pint-Size Hero program. This program introduces youth to the components of blood and the importance of blood donation. Scouts have the opportunity to demonstrate leadership by recruiting blood donors, hosting drives, and engaging in the community.

Range and Target Activity Trainings
August - November
Interested in become a certified firearms or archery instructor? Tidewater Council’s Shooting Sports Committee can help Scout leaders fulfill these ambitions and become qualified to lead range and target activity programs for their units.
In 2025, Tidewater Council is offering training for multiple types of firearms. Not only that, but the council also offered its first USA Archery Level 1 Instructor course. Tidewater Council’s Shooting Sports Committee offers leaders opportunities to obtain instructor credentials at a fraction of the cost available elsewhere.

Leave No Trace Level 2 Instructor Course
September 8-12
Blue Ridge Mountains Council is presenting a Leave No Trace Level 2 Instructor Course at Camp Powhatan in Hiwassee, Virginia.
This immersive, nationally-recognized, five-day course is designed for individuals passionate about teaching and modeling Leave No Trace (LNT) principles. Participants who successfully complete the course will be certified to teach Level 1 LNT courses and facilitate awareness workshops across Scouting programs and the broader outdoor community.
This course is for Scout leaders, outdoor educators, camp staff, and volunteers. Upon successful completion of the course, participants will achieve official LNT Level 2 Instructor status.
Please register by August 9, 2025, as space is limited to ensure a high-quality instructional experience.
Three Rivers Webelosree

The Three Rivers Webelosree will offer several Adventures and electives that Webelos and Arrow of Light Scouts will be able to complete.

High Adventure Canoeing Training
September 26-28
Camp Moonyah & Camp Baker
Eight spots remaining!
Does your unit have a dynamic outdoor program that includes water sports activities? Have you taken a canoe trip with youth? Have you considered doing a weekend canoeing campout? How about a longer trip – a weeklong trip?
High Adventure programs bring out the best in youth. The first day is a bit of a struggle, but soon, their skill level improves, and they take up the challenge to complete the trip. High Adventure activities are a great way to retain older youth in a Scouting unit and deliver the promise of Scouting.
To undertake such a journey, every participant must learn the basic skills required. On September 26-28, Tidewater Council will provide training for participants to learn and understand the basic skills for canoeing trips.

Itinerary
Friday, September 26: The training will begin at Camp Moonyah in the Deep Creek area of Chesapeake.
Saturday, September 27: Participants will travel by canoeing the scenic Intercoastal Waterway. The trip will include transiting the locks at Great Bridge, and will end at Camp Baker on Centerville Turnpike. Participants will camp for the night at Camp Baker.
Sunday, September 28: The course will conclude around noon on Sunday.
Cost and Materials
The cost for the course is $35.00 per person. This fee includes food, canoe rental, course materials, and the camping fee.
Participants will bring personal gear that they currently own. No special gear is required. A pre-meeting to discuss personal gear, how to waterproof, and fundamentals of canoeing with a crew will be held on August 19, 2025, at a location to be announced.
Participant Qualifications
This course is designed for adults and senior youth who want to become crew leaders.
Space is limited. High Adventure trips are held in small groups, normally no more than twelve. Several participants are currently registered, and there is room for a few more.

Princess Anne Fall Camporee
Fall STEM Academy
November 7-9
Get ready to explore, invent, and discover at the Princess Anne District Fall STEM Academy Merit Badge Weekend – where curiosity meets innovation!
This exciting event, held at Camp Pendleton in Virginia Beach, is designed to ignite Scouts’ passion for science, technology, engineering, and mathematics through hands-on learning while earning merit badges. With guidance from expert mentors and merit badge counselors, Scouts will not only earn key STEM-related merit badges, but will also gain a deeper understanding of how STEM skills shape the world and the future.

National Youth Leadership Training (NYLT)
November 7-9 and November 14-16
National Youth Leadership Training is an exciting, action-packed program designed to provide youth members with leadership skills and experience they can use. Participants must attend both weekends:
- Weekend 1: November 7-9 at Izaak Walton League Park, Chesapeake
- Weekend 2: November 14-16 at Camp Kiwanis, Pipsico Scout Reservation
The NYLT course centers around the concepts of what a leader must BE, must KNOW, and must DO. The key elements are taught with a clear focus on HOW TO.
Content is delivered in a troop and patrol outdoor setting with an emphasis on the immediate application of learning in a fun environment. Interconnecting concepts and work processes are introduced early, built upon, and aided, which allows participants to understand and employ leadership skills much faster.

- Scholarships cover a portion of the national registration fee.

- Full scholarships are rare; most awards cover less than half the national fee.
- Staff members are not eligible, but those aged 16–29 receive a reduced staff fee.

In Fond Remembrance
Raymond C. Penland
Ray Penland’s contributions, both to Scouting and throughout the community, touched many lives, and his absence will be deeply felt.
Ray became a unit leader when his son joined Cub Scouts. He volunteered as a den leader, assistant Scoutmaster, Day Camp staff, and unit recruiting chair. With Ray’s leadership, his Cub Scout pack had great increases in membership.
As his son progressed in Scouting programs, Ray volunteered on the district level, serving as a unit commissioner and then Assistant District Commissioner. In recognition for his exemplary service to Scouting, Ray received the Webelos Den Leader Award, Arrowhead Award, Pack Trainer Award, District Award of Merit, Commissioner’s Key, District Committee Scouter’s Training Award, and the Distinguished Commissioner Service Award.
He was compassionate and talented, and his impact will live on through the many lives he helped shape.
Brian Kaneta
With heartfelt gratitude, we remember Brian Kaneta, whose tireless efforts and inspiring leadership remains a guiding light.
Brian’s selfless service to Scouting included roles as Scoutmaster, assistant Scoutmaster, troop committee member, Cubmaster, pack committee member, pack committee chair, district member-at-large, district training committee member, unit commissioner, and the Blue Heron Lodge cook crew. He was a Vigil Honor member of the Order of the Arrow. Among his many accolades are the Arrowhead Award and District Award of Merit.
For any who plan to attend Brian’s memorial services, the family welcomes you to wear your Scout uniform.
Brian will be remembered for his kindness, mentorship, generous spirit, and selfless service.

Medication Use in Scouting
With an increasing number of youth taking prescribed medications, leaders need some basic tools and guidance for helping youth use their prescriptions safely. Scouting America understands that leaders, no matter how diligent, might not know or understand every health-related issue of the youth members in their unit. Proper use of a prescription is the responsibility of the individual taking it, or that individual’s parent or guardian. Good planning, preparedness, and knowledge are necessary for keeping youth safe and healthy.

Scoutbook Plus Update
Scoutbook Plus will begin warning parents/guardians who are not connected to their children in the membership database that their connections must be validated by December 31, 2025. These relationships control membership renewals and registrations. See this job aid for instructions to validate the connection.

Eagle Scout Certificate Delay
The long-awaited Eagle Scout certificates have finally arrived! Scoutmasters and committee chairs of units with certificates to pick up have been notified that they are now available at the Scout Shop.
Congratulations to Tidewater Council’s Eagle Scouts on their incredible achievement—and thank you for the continued patience and dedication to Scouting during the national processing delay.
MyScouting Mobile App Update
On August 18, 2025, the Scouting Calendar and the Announcements feature in the MyScouting Mobile app will be discontinued. Unit leaders can continue to use the calendar feature in Scoutbook Plus.
Upcoming Renewal
Verify Contact Information
Prepare now for renewal to make it a quick and easy process. Unit leaders should verify the correct mailing address and email for all leaders and parents/guardians for each youth in the unit. This will help ensure that everyone is getting the renewal emails being sent out by the National Council.
Renewal Window Update
Unit-initiated renewal may now be completed up to 90 days in advance, rather than the previous 60-day window. Please note, this extended timeframe applies only when the renewal is initiated by the unit. Individual members are still only able to initiate their own renewals 60 days prior to their expiration date.
Text Reminders
In support of renewals this fall, the National Council will be adding direct texting to the notifications sent to members. The text reminder process will begin in August. Members will start receiving text messages 45 days before their registration expiration.
In-Person Initial Registration
Any youth or adult registering in-person must provide the proper signed and dated paperwork with payment to process their registration.
- Youth
- A completed Scouting America Youth Application signed by a member of the unit’s Key 3 and the youth’s parent/guardian.
- Adult
- A completed Scouting America Adult Application signed by the applicant and the unit chartered organization representative (COR) or COR Delegate.
- Criminal Background Check authorization form signed by the applicant.
- The applicant’s Safeguarding Youth Training certificate. (Email submissions of the certificate will no longer be accepted.)
Please note: Members may use the online application process rather than submitting applications in-person. Scouting America Tidewater Council charges a 3% processing fee on all membership registration transactions paid by credit or debit card. Incomplete applications will not be accepted. Payment must be remitted at the same time the application is submitted.
In-Person Renewal Registration
To renew membership in-person, individuals may submit an individual Scouting Registration Renewal Form or membership application with payment.
Units may renew multiple members by submitting Unit Payment of Membership Renewal Paperwork with payment. The National Council has updated the process for printing manual paperwork for unit paid membership renewals to make the process more intuitive and avoid units creating renewals by mistake. Now, when the unit selects the person to renew from Roster > Renew, there is a “Click to print for manual pay” button.
Scoutly
Scoutly is a new chatbot coming soon on Scouting.org and BeAScout.org that will answer Scouting questions and help parents sign their child up for Scouting. Scoutly goes live nationwide on Monday, August 4, 2025.
In Case You Missed It: Youth Protection Training Has a New Name and Look
The new Safeguarding Youth Training (SYT) is now live and mandatory for all adult leaders – both current registered volunteers and new adult members. Safeguarding youth is at the heart of everything Scouting does. This updated training reinforces a culture of active supervision, situational awareness, and safety, ensuring everyone is equipped to help keep Scouts safe.
Like the previous Youth Protection Training course, SYT is available by logging into my.Scouting.org, and is available in both English and Spanish. It takes approximately 90 minutes to complete this training. Leaders must complete all lesson modules and score 80% or higher on the final test to pass the course.
Annual training renewal is easier with the new SYT training. Once leaders complete the initial course, they will only need to a 15-minute refresher and retest each year.
The National Council of Scouting America sends email reminders when members’ training nears its renewal date. All volunteers must complete SYT by May 31, 2026. If a leader completed YPT before May 22, 2025, it will be honored until May 31, 2026 or its original expiration date, whichever comes first.
Religious Emblems
Cub Scout Family and Reverence Adventures
Cub Scouts of all ages may choose to earn their rank-specific Family & Reverence Adventure by earning the Religious Emblem of their family’s preference.
The Religious Emblems programs have been developed over the years by religious groups in conjunction with Scouting America. Though the programs are administered by the religious groups themselves, they have been approved by Scouting America.
Scouts working on the Religious Emblem for their faith use curriculum booklets produced by their religious organization. Contact the Scout Shop to ask about the booklets in stock, or reach out to your religious organization to obtain the proper curriculum booklet.
If a Cub Scout’s religious emblem award covers two years, then they’ve earned the Family & Reverence Adventures for both of those years.

Virtual Religious Emblem Opportunity
P.R.A.Y. (Programs of Religious Activities with Youth) has an opportunity for Protestant Scouts to earn their religious medal virtually.
Salem in Ballwin United Methodist Church, P.R.A.Y., and the national committees and associations of Protestant faiths announced that national virtual programs are returning for 2025. While not intended to replace in-person religious emblems or awards participation, this program makes the religious emblems available to all youth, especially those who are having difficulty finding an in-person class or congregational support near them.
These classes are open to any Protestant, Non-Denominational, or Independent Christian youth in any organization, grades K-12, who is interested in fortifying their experience through their faith.
Classes will be offered in each of the five program levels and will be presented over Zoom. There is room for 2,000 total students (400 per program offered). Registration is free and open until September 30.

Help Needed: Camp Moonyah Improvement Projects
Camp Moonyah has been an integral part of Tidewater Council’s camps for more than 85 years. As such, it has a rich history hosting functions, events, celebrations, and ceremonies encompassing all arenas of the Scouting program. Over the past many, many decades, dedicated volunteers have continually strived to improve the camp to ensure safe and enjoyable experiences for all. Even with past improvements, it is time to bring this facility into the 21st century.
Potable Water
Many thanks to a generous donor who has funded the potable water project!
Introduction of Electrical Power
Working with Dominion Power, bringing power into Camp Moonyah will require several measured electrical wire runs of 250’+ from a transformer located off property to the maintenance shed where the meter base would be located. Because of the distance, a 25kw transformer will be required to maintain a continual, safe load of power. The cost of connection to a power source, running a total of 500’+ of underground cable, the transformer, and other fees associated with this project will run from $10,000 – $12,000.

To achieve the success of these projects, we are reaching out to you in Tidewater Council to help fund the electrical power project either in full or in part. By doing so, you will ensure the continued success and growth of Camp Moonyah for decades to come.

Development Corner
Sponsor a Tent at Pipsico Scout Reservation
Many of Pipsico Scout Reservation’s tents have been in service for 30 years. In order to continue to provide a high-quality camping experience for our Scouts, Tidewater Council is replacing 200 tents between 2023-2027.
Based on the recommendation of our Camping Committee, we are replacing the current wooden platforms and ridge pole system tents with new platforms and tents with aluminum-mounted frames. In addition to housing Scouts and keeping them dry, the new tents will exponentially decrease the time needed for tent setup and takedown. The cost of a new tent, platform, and frame is approximately $1,640 each. A contribution in any amount is appreciated, and will be designated to provide new tents at Pipsico.

Leave a Legacy: James E. West Fellowship Award
The James E. West Fellowship Award is a national recognition for individuals who contribute $1,000 or more in cash or securities to the Tidewater Council endowment fund. This contribution is in addition to, and does not diminish or replace, the donor’s annual gift to the council’s Friends of Scouting campaign.
Organizations or individuals may contribute an award in honor of someone — an Eagle Scout, a Silver Beaver recipient, Living Legend, any outstanding Scout or Scouter.

- Fun on the Run (Lion): Identify the five different food groups.
- Tiger Bites (Tiger): Identify the five different food groups.
- Running with the Pack (Wolf): Sample three different foods that are naturally three different colors. The food must be a protein, vegetable, fruit, dairy, or a grain.
- Bear Strong (Bear): Sample food from three of the following food groups: protein, vegetables, fruits, dairy, and grains.
- Stronger, Faster, Higher (Webelos): With your den or family, plan, cook, and eat a balanced meal.
- Personal Fitness (Arrow of Light): Plan a balanced meal that you would eat when camping. Prepare that meal using the gear you would use on a campout.

2025 Tidewater Veterans Day Parade: Honoring Vietnam Veterans
The 2025 Tidewater Veterans Day Parade will be a special opportunity to honor Vietnam War veterans, with the commemoration of the 50th anniversary of the Vietnam War. This year’s event will include The Moving Wall that honors those who passed in the war.

2026 Virginia DWR Archery Open
The Virginia Department of Wildlife Resources (DWR) invites the archery and conservation community to participate in the 2026 DWR Archery Open. The second annual competition will take place Saturday, January 10, 2026 in Richmond, Virginia.

Scouts in Action
More than 100 Scouts attended Princess Anne District Day Camp at Tabernacle Baptist Academy in Virginia Beach.
The Cub Scouts participated in hands-on, innovative STEM activities, practiced their marksmanship with range and target activities, and learned essential Scout skills.
Special visitors helped the Cub Scouts discover more about their community and world. Stumpy Lake Bee Farm brought a live hive to showcase the wonderful benefits of bees. Virginia Department of Wildlife Resources brought furs from animals indigenous to Hampton Roads. The Virginia Beach Fire Department made a special visit.
Thanks to all the wonderful volunteers, camp staff, and special visitors. The Scouts had a blast!
Princess Anne Twilight Camp at the Columbian Club in Virginia Beach was a splashing good time!
Scouts enjoyed STEM experiments, practiced their Scout skills, and did range and target activities with a bonus bottle rocket session. To break the heat, they did water competitions, along with songs and skits. Of course, the camp wasn’t complete without the s’mores!
