Friends of Scouting
Friends of Scouting is Tidewater Council’s annual giving campaign. The Friends of Scouting campaign provides 21% of the council’s annual budget – that means more than a fifth of every dollar in the council budget comes from the generosity of Scouting families, alumni, and community supporters. Friends of Scouting keeps the overall cost of Scouting affordable so all families can participate.

Scouting for Blood Drive
May 17
Did you know that one donation of blood can save up to three lives? Or that every two seconds, someone in the U.S. needs blood? Tidewater Council is partnering with the American Red Cross to host a blood drive through the Pint-Size Hero program. This program introduces youth to the components of blood and the importance of blood donation. Scouts have the opportunity to demonstrate leadership by recruiting blood donors, hosting drives, and engaging in the community.

CPR for Professional Rescuers

CPR for Professional Rescuers is for people who will be serving on Aquatics Staff at summer camp or are registered to take BSA Lifeguard training. You must complete the online session prior to attending the in-person skills demonstration.
As part of our commitment to support safer communities, and support you in all that you do, we are proud to partner with the American Red Cross to offer this course.
The in-person portion of the course will be held at the Mary Jayne Breeden Council Service Center on Thursday, May 18.

Trainer’s EDGE is BSA’s trainer development course designed to help Scouts and Scouters:
- Put into practice the EDGE training model
- Gain self-confidence through hands-on training experiences
- Develop the platform skills of a trainer
- Raise the level of skill a trainer brings to the learning experience
- “Train the trainer” on behaviors and resources while offering hands-on experience in methods and media
This course is part of a continuous process of updating trainers with the latest training methods, principles, and technologies.

Range Master Training
June 10 & June 17
Trained Range Masters ensure that shooting sports activities for Cub Scouts are operated safely. This position is required for any Cub Scout shooting sports activity, including (but not limited to) archery, BBs, water bottle rocket launches, and any other devices that propel items into the air. Remember that BBs and archery may only be used at council or district events.
Range Master Qualifications
- Registered leader with the Boy Scouts of America
- 18+ years of age
- Currently certified in Range Master training. Training certification is valid for two years.

Scout Night with the Norfolk Tides

Join us for Scout Night with the Norfolk Tides: Friday, June 16, 2023 at Harbor Park!
Ticket vouchers and camping vouchers are now available at the Tidewater Council Scout Shop!
The ticket vouchers must be exchanged for seat tickets at the Harbor Park Ticket Office. Vouchers can be exchanged in advance or the night of the game. Groups are strongly encouraged to exchange vouchers in advance to ensure everyone sits together.
Guests must adhere to all Harbor Park policies, including the Fan Code of Conduct and the new Clear Bag Policy.
Beaver Day
June 17
OA Summer Camp Workday, also referred to as Beaver Day, is a chance for everyone (not just OA members) to help get Pipsico ready for summer camp. Help make camping areas and structures useful to everyone for years to come.
On Saturday, June 17, work will begin at 9 AM and end around 4 PM. There will be projects for everyone, skilled and unskilled alike. Whether you are a master carpenter, an amateur gardener, or a lawyer, everyone can be a “Busy Beaver” on a project of their choice. More information on specific projects is coming soon.
As a thank you to volunteers, camping will be available at no cost on Friday and/or Saturday.

Spring Popcorn Sale
The Pecatonica River Popcorn online store is open for a special spring sale from April 1 – May 31, 2023. Scouts who are interested in selling can use their existing Seller IDs from the Fall 2022 Popcorn Sale. Just like with the fall online sales, units earn 30% commission, and there is no money or product handling required!

Cub Scout Essentials
May is a busy month as we wrap up spring and look ahead to summer. With Cub Scouts moving up, the Scout Shop has a full stock of books ($23.99), neckerchiefs ($12.99), slides (7.99), and Webelos Colors ($7.99).
Adult Recognition
Recognizing unit volunteers is so important that plaques and certificates have been made especially for those in leadership roles. We have the Outstanding Cubmaster and Den Leader plaques ($25.99 each), as well as the Outstanding Service to Scouting plaque ($37.99). All plaques come with engravable nameplates. Certificates of Appreciation, suitable for framing, are also available ($1.89).
Journey to Excellence
Journey to Excellence (JTE) patches for 2022 are no longer available from BSA Supply.
STEM Nova and Supernova Awards
STEM Nova Awards may still be earned. The Scout Shop has more than five dozen Scout Nova patches still in stock. We also have about one dozen Nova Pi pins and large medals for Cub Scouts (Dr. Luis Alvarez) and for Webelos (Dr. Charles Townes) with the proper applications submitted.
While National Supply no longer carries the awards, they may still be purchased from the following sites after the Scout Shop’s supplies are exhausted:
- Nova patches are available from ClassB.
- Nova medals and Pi pins are available from Crown Awards.
New T-Shirts
NEW T-shirts are now in the Scout Shop on the front rack. The navy Merits of Scouting T-shirt features the points of the Scout Law forming a circle on the back with the front of the shirt sporting a universal emblem on the left shoulder. The gray T-shirt has a large BSA universal emblem in red and blue on the front. Both styles are cotton, come in sizes adult small-2XL, and sell for $22.99.
Day Camp T-Shirts
There are still many Day Camp T-shirts from previous years that make great activity shirts for Cub Scouts. They are only $5 and come in youth and adult sizes. What an inexpensive way to advertise Scouting!

BSA Safety Moment
It is recommended to include a BSA Safety Moment during meetings to inform Scouts and parents and keep everyone safe. Numerous downloadable BSA Safety Moments are available here.
Be Prepared for High Adventure
High-adventure trips are intended to deliver wilderness and learning adventures that last a lifetime. Being both medically and physically prepared for these trips will help ensure they are as safe and enjoyable as they are memorable. While this is true for all Scouts, it is especially critical for adult leaders to be prepared!
National Program Updates
Cub Scout Unit Coordinated Camping
In a recent update to the Guide to Safe Scouting, “Cub Scout pack unit coordinated camping is limited to single overnight experiences.”
Adult Registration Requirement to Take Effect September 1, 2023
Two registered adult leaders 21 years of age or over are required at all Scouting activities, including all meetings. There must be a registered female adult leader 21 years of age or over in every unit serving females. A registered female adult leader 21 years of age or over must be present for any activity involving female youth or female adult program participants. Notwithstanding the minimum leader requirements, age and program-appropriate supervision must always be provided.
All adults staying overnight in connection with a Scouting activity must be currently registered in an adult fee required position as listed or as an adult program participant. There is a limited exception for Cub Scout overnight programs; see below. Registration as a Merit Badge Counselor does not meet this requirement, as that is a no-fee position. See the FAQ for list of adult fee required positions.
Cub Scout Programs – Overnight Exception
Cub Scout parents or legal guardians taking part in an overnight Cub Scout program with their own child or legal ward are not required to register as leaders. All adults must review the “How to Protect your Children from Child Abuse: A Parent’s Guide” that can be found in the front of each Cub Scout Handbook. In addition, the parent or legal guardian must be accompanied by a registered leader at any time they are with youth members other than their own child/ward. All other overnight adults must be currently registered in an adult fee required position.
Merit Badge Counselor Registration
There is a known issue with Scoutbook sending incorrect notifications about merit badge counselor registration. The National Council is working to resolve this issue. To verify a leader’s merit badge counselor registration, please check My.Scouting instead of Scoutbook. While registered merit badge counselors can continue to work with youth, they will not be able to update merit badge progress through Scoutbook until the issue is resolved.
Make the World a Better Place with Conservation
Conservation projects teach Scouts about the environment and how to take care of the earth’s resources. Hands-on projects can involve the entire Scout unit, single dens or patrols, adult leaders, and family members. Participating in conservation projects can also help to meet advancement requirements and earn special awards, such as the World Conservation Award, Messengers of Peace, Conservation Good Turn, and BSA Distinguished Conservation Service Award.
Conservation activities could include:
- Plant grasses, trees, shrubs, and ground cover to stop soil erosion.
- Adopt a park. Remove litter and garbage from a neighborhood recreation area or park.
- Organize or participate in a neighborhood recycling program or visit a recycling center.
- Arrange a natural resources awareness program. Invite natural resource professionals such as wildlife biologists, soil conservationists, foresters, or conservation officers to speak to the unit.
- Participate in a beach or waterfront cleanup. Clean the Bay Day is June 3. Record the items collected and determine the possible harmful effects to wildlife. With youth participation, develop a plan to educate the public about the dangers posed to wildlife.
- Obtain suggestions for projects to improve the environment from a local, state, or national organization that is concerned about environmental protection.
- Visit a public utility to learn about resource usage, and become involved in programs offered by utilities to help consumers conserve resources.

Merit Badge Counselor Special Requirements
Chapter 7 of the Guide to Advancement covers the merit badge program, including counselor requirements and how to report concerns to the council advancement committee.
While the general requirement for a merit badge counselor is to be knowledgeable about the subject matter, some merit badges have additional requirements. These additional counselor requirements are designed to help manage the risks of certain activities and to enhance the Scout’s experience.
General Supervision Requirements
- Swimming and watercraft activities must be conducted in accordance with BSA Safe Swim Defense or BSA Safety Afloat, respectively, and be supervised by mature and conscientious adults at least 21 years old and trained in the program applicable. Counselors for merit badges involving swimming or the use of watercraft must be so trained, or use helpers who are.
- All physical activities presented in any Scouting program must be conducted in accordance with the “SAFE Checklist.” These four points, embodying good judgment and common sense, can be found at scouting.org/health-and-safety/safe.
- CPR instruction, wherever it is required, must be taught by people currently trained as CPR instructors by a nationally certified provider, such as the American Red Cross, the Emergency Care and Safety Institute, or the American Heart Association.

Aquatics for All Scouts
Aquatics opportunities in Scouting abound at all ages. There are aquatic-themed Adventures for Cub Scouts (Floats and Boats for Tigers, Spirit of the Water for Wolves, Salmon Run for Bears, and Aquanaut for Webelos/Arrow of Light Scouts). Merit badges offer opportunities for Scouts BSA members, including Swimming, Water Sports, SCUBA Diving, Kayaking, Canoeing, and many more. Sea Scouting, of course, offers high adventure in, on, around, and under the water.
Getting Scouts into the water and providing experiences that are both safe and fun goes a long way toward teaching lifelong skills that may someday save their life. Early swim lessons can help Scouts become better swimmers.
Aquatics activities aim to challenge Scouts, but not frighten or traumatize those who cannot swim. Every willing Scout should have an opportunity to get into the water. Recreational aquatics time should offer inclusive opportunities for Scouts with disabilities. Some Scouts have disabilities that are readily apparent, such as physical disabilities. Physical disabilities include people who need mobility equipment, as well as people who have limited strength, endurance, or coordination. For every Scout with a visible disability, there also will be several Scouts with invisible special needs, such as learning disabilities, ADHD, autism, or anxiety disorders. Young swimmers, both those with special needs and those without, may need extra support and consideration.

- The Guide to Advancement, Section 10, “Advancement for Members With Special Needs” provides procedures for Scouts who have a disability that would prevent them from completing rank requirements.
- The Inclusion Toolbox, Section BB-1, “Swim Areas” provides a concise guide that focuses on the interaction between various types of disabilities and swim area programming.
Scouts’ time in the water should be challenging, educational, and fun – all in a safe environment.
Sea Scouting Advancement
Sea Scouting promotes better citizenship and aquatics skills through instruction and practice in water safety, boating skills, outdoor, social, service experiences, and knowledge of maritime heritage. Sea Scouting is a gender inclusive program for all youth aged 14-20 (or 13 and completed the 8th grade).

2023 Virginia Governor's Awards on Volunteerism and Community Service
The nomination period is open for the 2023 Virginia Governor’s Awards on Volunteerism and Community Service, now through Monday, June 19, 2023 at 5 PM. The awards recognize Virginia individuals and organizations for their volunteer contributions to the Commonwealth.
Individual categories include:

- Young Adult (aged 19-30)
- Adult (aged 31-59)
- Senior (aged 60+)

Clean the Bay Day: June 3
Thousands of volunteers participate in Clean the Bay Day annually. The Chesapeake Bay Foundation coordinates this united effort to remove harmful litter and debris from the Chesapeake Bay watershed.

Free Fishing Day at Lake Trashmore: June 3
The Virginia Department of Wildlife Resources (DWR) is hosting a free fishing day at Lake Trashmore from 9 AM – 1 PM on Saturday, June 3. DWR personnel will be present with gear, tackle, and bait. This event is great for beginners, as DWR will provide instruction on how to fish. There is no charge to participate, and registration and fishing licenses are not required. Congratulations to some of our newest Eagle Scouts!
Tidewater Council celebrated the Council Recognition Banquet on Thursday, May 11. The event honored the 2022 Class of Eagle Scouts, Silver Beaver Award recipients, Adams Award Eagle Scout service projects, NESA Outstanding Eagle Scouts, Medals of Merit, Living Legends of Tidewater Council, Second Century Society members, James E. West fellows, and more.
A huge thank you to keynote speaker and Distinguished Eagle Scout George Coker, event chair Jon Cooper, the Blue Heron Lodge Cook Crew, emcees Bob Liberman, Brian Winfield, and Todd Corillo, and all who attended and supported this event.
